(Department of Justice) Over two days, December 19th and 20th, 2023, in Chieng Khuong commune, Song Ma district, Son La province, and Dan village cluster, Muong Et district, Hua Phan province, Lao People's Democratic Republic, the Departments of Justice of Son La and Hua Phan provinces successfully coordinated and organized two conferences to disseminate and educate on legal matters in the Vietnam-Laos border area.

Attending and co-chairing the Conference were Ms. Tran Thi Minh Hoa - Director of the Department of Justice of Son La province; and Mr. Phu Huong Phom Ma Van - Deputy Director of the Department of Justice of Hua Phan province, Lao People's Democratic Republic. The Hua Phan delegation also included representatives from the leadership of the Department of Labor and Social Welfare, the Provincial Customs Department, the Department of Foreign Affairs, the Police Department of Hua Phan province, and the Department of Justice of Hua Phan province. The Son La delegation and speakers included representatives from the People's Committee of Song Ma district, and representatives from the leadership of specialized departments under the Department of Justice, the Provincial Civil Enforcement Department, the Department of Foreign Affairs, the Provincial Police Department, and the Provincial Border Guard Command. A total of 340 delegates, representing people of various ethnic groups residing in the border areas of the Socialist Republic of Vietnam and the Lao People's Democratic Republic, attended the Conference.

At the conference held in Chieng Khuong commune, Song Ma district, Son La province, the speaker from the Lao People's Democratic Republic presented information on the Law on Nationality; guiding documents on allowing marriages between Lao citizens and foreigners; the Law on Narcotics; regulations on illegal exit and entry; border regulations, free migration and non-marital marriages in border areas; regulations on customs violations and customs enforcement; and regulations on allowing the entry of foreign workers to work in Laos.

At the conference held in Dan village cluster, Muong Et district, Hua Phan province, speakers from the Socialist Republic of Vietnam disseminated information on the Vietnamese Border Guard Law and its detailed regulations; the Law on Drug Prevention and Control; Vietnamese regulations on immigration; Vietnamese regulations on civil registration, nationality, and free migration related to Lao citizens; and legal regulations on civil enforcement.
At the two conferences, the delegates expressed their deep gratitude for the attention given by the Party and State of Vietnam and Laos in raising awareness and understanding of the law among the people. Organizing legal dissemination through conferences allowed delegates to directly interact with experienced officials in the field of public relations. The bilingual presentation methods, along with the application of information technology and the use of images and videos to support presentations, were very effective, easy to understand, and accessible. The delegates also respectfully requested that the relevant state agencies study and develop regulations that would be more favorable to residents in the border areas between Vietnam and Laos regarding travel for visiting relatives, seeking medical treatment, and conducting business.
