On June 12th, the Planning and Architecture Department (Ministry of Construction) chaired a conference to appraise the revised master plan for the Moc Chau National Tourist Area in Son La province until 2045.
After 10 years of implementing the master plan and 5 years of implementing the general plan.Moc Chau National Tourist AreaBy 2030 (approved by Decision No. 128/QD-TTg dated January 25, 2019, hereinafter referred to as Plan 128), the region had achieved certain accomplishments.

Ms. Tran Thu Hang, Director of the Planning and Architecture Department, delivered a speech at the conference.
However, the planning implementation process has encountered many shortcomings, such as the emergence of a new context when Moc Chau was recognized as a National Tourist Area 6 years earlier than the target in Plan 128; the Son La provincial plan has many new orientations and strategies; and the impact from the Party's policy on rearranging administrative units according to a two-tier government model.
Therefore, adjusting the master plan for the Moc Chau National Tourist Area until 2045 is absolutely necessary at this time.
According to the plan, the scope of the planning adjustment study covers the entire area of Moc Chau and Van Ho districts (Son La province).
The area under study for the planning adjustment is approximately 205,405 hectares. Of this, 18,590 hectares are designated for the construction of various functions (land for tourism development) and 186,815 hectares are designated for agriculture and other functions (forest land, agricultural land, water surface, and development reserves).
The short-term planning period extends to 2030, and the long-term period to 2045.

Vice Chairman of Son La Provincial People's Committee Le Hong Minh delivered a speech at the conference.
The revised planning also aims to build and develop Moc Chau National Tourist Area into an attractive destination, a driving force for urban development and tourism services in the midland and mountainous region of Northern Vietnam, promoting socio-economic development, improving people's lives, and ensuring national security and defense.
Looking ahead to 2045, Moc Chau National Tourist Area strives to become a national and international-level tourism, resort, and cultural center, with a synchronized and modern social and technical infrastructure, diverse and high-quality tourism products, strong brands, and the ability to compete with countries in the region and internationally.
In essence, the Moc Chau National Tourist Area will be a key economic development zone in the southern part of Son La province, encompassing urban development, agriculture and tourism, administration, services, industry, and international trade; a high-tech agricultural zone, a center for processing agricultural and forestry products, and small-scale handicrafts, all oriented towards green growth linked to tourism development; a national ecological forest conservation area; and an important area for national security and defense.

Regarding spatial development orientation, the plan identifies the development of Moc Chau National Tourist Area with a multi-polar concentrated model, ensuring balanced development and adaptation to climate change. Moc Chau National Tourist Area will develop concentrated in the central plateau and expand towards the Northwest, limiting widespread development, especially in areas affected by climate change.
The spatial development structure of the Moc Chau National Tourist Area comprises four main development zones. Zone I is the central tourist zone, associated with the Moc Chau and Van Ho tourist towns.
Region II is the northern region, developing ecotourism associated with the Da River landscape and the To Mua urban development hub.
Region III is the eastern region, associated with community tourism and the urban development hub of Chiềng Yên.
Region IV is the southern region, developing ecotourism associated with the Xuan Nha nature reserve, the Long Sap international border gate, and the Chieng Son development hub.
It is necessary to ensure the scope, boundaries, and area of the planning.
Essentially, the Appraisal Council unanimously agreed with the content of the revised master plan for the Moc Chau National Tourist Area until 2045.
However, the People's Committee of Son La province still needs to revise and supplement some contents to finalize the project before submitting it to the Prime Minister for consideration and approval.
Moc Chau National Tourist Area will be a key economic development zone in the southern part of Son La province.
Accordingly, the People's Committee of Son La province needs to review the legal basis; clarify the adjustments compared to the old plan; clarify the scope, boundaries, and area of the adjusted plan; review the forecast of population size, tourist size, etc.
The planning needs a more flexible approach to better suit the two-tiered government model; a thorough assessment of the feasibility of developing the National Tourist Area according to the TOD (Transit-Oriented Development) model; and the inclusion of landslide risk forecasts and solutions…
On behalf of the local government, Vice Chairman of the Son La Provincial People's Committee Le Hong Minh acknowledged the feedback from the appraisal council and pledged to quickly coordinate with the consulting unit to revise and finalize the project.
Vice Chairman Le Hong Minh also explained and clarified the necessity of adjusting the general planning for the Moc Chau National Tourist Area; the legal basis of the project; the basis for building a cable car to the top of Pha Luong; the planning for the construction of Moc Chau airport; the planning for the construction of a golf course, etc.
Concluding the conference, Ms. Tran Thu Hang, Director of the Planning and Architecture Department, assessed that Moc Chau National Tourist Area has a unique topography and climate, attracting a large number of tourists and making a significant contribution to the economic development of Son La province.
To finalize the revised master plan for the Moc Chau National Tourist Area until 2045, Director Tran Thu Hang emphasized several important points.
Accordingly, the People's Committee of Son La province needs to review the legal basis for adjusting the planning, supplementing it with the latest orientations of the Party on the development of the northern mountainous region.
The planning must ensure that the scope, boundaries, scale, and area of the adjusted plan are consistent with the approved tasks.
The People's Committee of Son La province must also carefully review the data assessing the current state of economic development, technical infrastructure, social infrastructure, land use, etc., in order to clarify the contents inherited from Planning Document 128.
The revised planning project must clearly identify investment resources, especially investment in the development of transportation infrastructure; clearly define conservation zones, construction restrictions, and priority development zones; review and standardize land use planning data; add requirements for controlling spatial development; review connecting technical infrastructure, especially the construction of airports…
