Forecasting the context for implementing the 2024 plan reveals a mix of advantages, difficulties, and challenges, but the difficulties and challenges outweigh the advantages. Adhering closely to the orientations, goals, and tasks of the 5-year socio-economic development plan, setting high targets demonstrates the province's determination to achieve the set objectives, while ensuring harmony and flexibility in implementing the goals and tasks of the 2024 plan.

To achieve the set goals, the Chairman of the Provincial People's Committee requests the heads of provincial departments, agencies, and organizations; the chairmen of the People's Committees of districts and cities; and agencies and units located in the province to organize the 2024 emulation campaign and effectively implement the following main tasks:

1.Continue to thoroughly disseminate and instill President Ho Chi Minh's patriotic emulation ideology; effectively implement Directive No. 34-CT/TW dated April 7, 2014, of the Politburo (11th term) on continuing to innovate emulation and reward work; Directive No. 19/CT-TTg dated July 16, 2021, of the Prime Minister on launching emulation to successfully implement the socio-economic development tasks in 2021 and the 5-year plan (2021-2025) according to the Resolution of the 13th National Congress of the Party; Directive No. 11/CT-UBND dated October 13, 2020, of the Chairman of the Provincial People's Committee launching the emulation movement to successfully implement socio-economic development tasks and ensure national defense and security in the 2020-2025 period, and other guiding documents from the Central Government, the Provincial Party Committee, and the Provincial People's Council; Legal documents on emulation and commendation.

2.Organize and effectively implement patriotic emulation movements launched by the Prime Minister and the Chairman of the Provincial People's Committee, in conjunction with key tasks for 2024 and the 2021-2025 period, such as: the emulation movement to successfully fulfill socio-economic development tasks and ensure national defense and security;“Joining hands to build new rural areas”; “For the poor - Leaving no one behind”; “Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste”; “All citizens participate in drug prevention and control”; “Attracting investment”; “Son La develops sustainable and integrated tourism”; “Promoting reforms in state administration”; “Implementing digital transformation”; “Businesses, cooperatives, households and farmers in Son La province excel in agricultural production and business”; “Skilled mass mobilization”; “Implementing workplace culture”..., striving to achieve outstanding results to celebrate major holidays, anniversaries, and important political events taking place in 2024: 70th Anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); 65th Anniversary of President Ho Chi Minh and the Central Delegation's visit and speech to the people of the Northwest ethnic groups in Son La (May 7, 1959 - May 7, 2024); 85th Anniversary of the Provincial Party Committee's Traditional Day (December 26, 1939 - December 26, 2024); 80th Anniversary of the Founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and 35th Anniversary of the National Defense Day (December 22, 1989 - December 22, 2024)...; The emulation movement aims to promote initiatives and technical improvements, creating momentum for striving to successfully implement the Resolution of the 15th Provincial Party Congress.

3.Based on the key tasks outlined in Conclusion No. 1012-KL/TU of the 15th Conference of the Provincial Party Committee on December 6, 2023; the main targets for socio-economic development in 2024 according to Resolution No. 252/NQ-HĐND dated December 7, 2023 of the Provincial People's Council and Decision No. 265/QĐ-UBND dated December 9, 2023 of the Provincial People's Committee on assigning the socio-economic development plan for 2024, leveraging the strength of the entire political system, the unity and creativity of all strata of the people, organizing and launching patriotic emulation movements, closely adhering to assigned political tasks, and promoting the implementation of..."Studying and following the ideology, ethics, and style of Ho Chi Minh"We will strive to achieve comprehensive success in fulfilling all targets and tasks for 2024, with the following focus:

- Strengthen Party building and consolidate the political system; continue to lead and direct the implementation of resolutions, projects, and conclusions of the 13th National Congress of the Party and the 15th Provincial Party Congress, term 2020-2025. Lead the government at all levels to effectively perform its state management functions in all fields. Direct the review and evaluation of the implementation of issued mechanisms and policies, and adjust and issue new mechanisms and policies to ensure they are consistent with practical conditions, contributing to promoting the socio-economic development of the province.

- Focus on removing obstacles, reforming administrative procedures, improving the investment and business environment, creating conditions and encouraging economic sectors and businesses to participate in investment. Mobilize and effectively utilize resources for investment associated with the development of socio-economic infrastructure systems in a synchronous and progressively modern manner, creating momentum to promote rapid and sustainable economic development. Focus on implementing the Hoa Binh - Son La expressway project.(This section is within Son La province)and other key projects of the province in 2024; enhance the role of state management, definitively resolve difficulties and obstacles in the implementation of investment attraction projects that are behind schedule. Promote the development of production and business, improve productivity, efficiency and competitiveness of industries, sectors and products.

- Economic development goes hand in hand with ensuring social security and welfare, and comprehensively developing all cultural and social fields. Improving the capacity and efficiency of the healthcare system, creating a solid foundation for the development of a fair, efficient, high-quality, and sustainable healthcare system that meets the increasing healthcare needs of all segments of the population. Building and developing a comprehensive, sustainable, advanced culture rich in national identity. Improving the quality of human resources and strengthening scientific and technological potential. Effectively implementing Resolution No. 17-NQ/TU dated August 31, 2021, of the Provincial Party Committee on digital transformation in Son La province for the period 2021-2025, with a vision to 2030, creating a foundation and basis for perfecting e-government, moving towards digital government, and developing smart urban services; focusing on providing online public services throughout the entire process. Managing and utilizing resources effectively; Strengthening environmental protection and responding to climate change.

- Continue building a streamlined, effective, and efficient political system and state apparatus; implement personnel reduction and restructuring of the workforce of officials, civil servants, and public employees, coupled with defining job positions; improve the effectiveness of inspection, supervision, citizen reception, and handling of complaints and denunciations; strengthen the fight against corruption and negative practices, practice thrift, and combat waste; promptly detect and strictly handle violations in the performance of official duties; strengthen the implementation of public service culture, tighten administrative discipline and order, and uphold the responsibility of leaders; pay attention to training and developing the workforce of civil servants and public employees to meet job requirements.

- Effectively carry out national defense and security tasks, mobilize comprehensive strength, build and strengthen national defense, maintain political security and social order. Closely integrate economic, cultural, and social development with ensuring national defense and security, paying attention to remote areas, mountainous regions, and border areas. Innovate and improve the effectiveness of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints in Son La province. Proactively grasp the situation, promptly combat and thwart all conspiracies and activities against the Party and the State; avoid being passive or surprised in any situation. Enhance the effectiveness of foreign affairs and proactively integrate into the international community.

4.Review and issue regulations on emulation and commendation at the provincial level, ensuring compliance with the 2022 Law on Emulation and Commendation and current regulations. Continue to improve the quality of state management of emulation and commendation; promote the leadership and guidance role of Party committees, governments, and Emulation and Commendation Councils at all levels. Innovate the content and methods of operation; improve the quality of commendation work, ensuring accuracy, timeliness, transparency, and educational value; focus on commending grassroots units, small groups, workers, farmers, and direct laborers who have shown great creativity in their work, combat, and production. Strengthen the responsibility and advisory role of agencies responsible for emulation and commendation work.

5.Strengthening propaganda work, identifying, nurturing, and replicating advanced models, new models, and new factors associated with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021, of the Politburo, continuing to implement Directive No. 05-CT/TW dated May 15, 2016, of the Politburo on continuing to "Study and follow the thoughts, ethics, and style of Ho Chi Minh," aims to promote and encourage emulation movements, promptly commend, honor, and reward good people, good deeds, initiatives, new models, new factors, and effective, creative, and innovative methods to be praised, replicated, and spread throughout the community and society.

6.The Provincial Party Committee's Propaganda Department is requested to guide media agencies in continuing to maintain special pages and sections, increasing the time allocated to publicizing the content and methods of organizing and implementing the 2024 emulation movement in localities and units, and promptly commending and replicating advanced models in the emulation movements.

7.We propose that the Vietnam Fatherland Front Committee and political and social organizations at all levels closely coordinate with the government to strengthen propaganda and mobilization efforts among cadres, civil servants, employees, union members, association members, and all strata of the people to actively participate in patriotic emulation movements launched by the central government, the province, and other organizations, contributing to the successful implementation of the province's socio-economic development and national defense and security tasks in 2024.

8.Heads of provincial departments, agencies, and organizations, as well as agencies and units located within the province, businesses, and the Chairmen of the People's Committees of districts and cities, based on the functions and duties of each locality and unit, are responsible for concretizing and implementing this Directive. They shall summarize, promptly commend, and propose awards to encourage new initiatives and outstanding achievements by collectives and individuals in the emulation movement.

9.The Department of Information and Communications is tasked with leading and coordinating with relevant agencies and units to guide and direct the province's press and media agencies to strengthen propaganda work on the patriotic emulation movement; innovate and diversify the content, form, and methods of propaganda, promptly highlighting good people, good deeds, advanced models, and new factors in the patriotic emulation movement on special pages, sections, and channels of the provincial press and radio and television stations.

10.The Department of Internal Affairs shall preside over and coordinate with the Provincial People's Committee Office and relevant agencies and units to organize, monitor, inspect, and urge the implementation of the Directive; and compile a report on the results of the emulation movement in 2024 to the Chairman of the Provincial People's Committee.

Summary of the province's socio-economic development targets for 2024:

1. Economic growth rate of 7.5%.

2. The average GRPD per capita reached VND 55.5 million/year.

3. Total social investment capital: 20,000 billion VND.

4. Economic structure at current prices: Agriculture, forestry, and fisheries 25%; industry and construction 26.5%; services 41.7%.

5. The value of goods participating in exports was 196.1 million USD.

6. Total retail sales of goods (at current prices) 33,800 billion VND;

7. Revenue collected in the area totaled 4,450 billion VND.

8. Urbanization rate: 18%.

9. The total number of tourists visiting the area reached 4.8 million people;

10. Revenue from tourism activities: 5,500 billion VND.

11. The proportion of trained workers reached 63%; the proportion of workers with degrees or certificates reached 28%.

12. The poverty rate according to the poverty standard for the period 2021-2025 is 11.41%.

13. The number of communes meeting national standards for new rural development is 6, bringing the total number of communes meeting new rural development standards to 70.

14. The number of hospital beds per 10,000 people reached 30.6; the number of doctors per 10,000 people reached 8.75; the percentage of communes and wards meeting national criteria for health care was 39.7%.

15. The natural population growth rate is 1.09%.

16. The percentage of people with health insurance cards is 96.1%.

17. The percentage of schools meeting national standards in the area is 66.1%.

18. 95% of agencies, businesses, and schools meet the "Safety and Security" standard.

19. 90.2% of residential areas, communes, wards, and towns meet the "Safe in terms of security and order" standard.

20. The percentage of people using the Internet is 48.56%.

21. The percentage of families achieving the title of "cultural family" is 74.5%; the percentage of sub-districts and residential areas meeting cultural standards is 65%.

22. The rate of household solid waste collected and treated in urban areas reached 92%; the rate of household solid waste collected in rural areas reached 86%.

23. The percentage of urban population with access to clean water reached 93.84%; the percentage of rural population with access to hygienic domestic water reached 99.0%.

24. Forest cover rate remains stable at 48%.
