The forecast of the implementation context of the 2024 plan has advantages, difficulties and challenges intertwined, but the difficulties and challenges are greater. Closely following the orientation, goals and tasks of the 5-year socio-economic development plan, setting high targets shows the province's determination to strive to achieve the set goals, while ensuring harmony and flexibility in implementing the goals and tasks of the 2024 plan.

To achieve the set goals, the Chairman of the Provincial People's Committee requests the Heads of provincial departments, branches, sectors, and mass organizations; Chairmen of district and city People's Committees; agencies and units located in the province to launch the emulation movement in 2024, effectively implementing the following main tasks:

1.Continue to propagate and thoroughly grasp President Ho Chi Minh's Patriotic Emulation ideology; well implement Directive No. 34-CT/TW dated April 7, 2014 of the Politburo (11th tenure) on continuing to innovate emulation and reward work; Directive No. 19/CT-TTg dated July 16, 2021 of the Prime Minister on launching emulation to successfully carry out the socio-economic development tasks in 2021 and the 5-year Plan (2021-2025) according to the Resolution of the 13th National Congress of the Party; Directive No. 11/CT-UBND dated October 13, 2020 of the Chairman of the Provincial People's Committee launching the emulation movement to successfully carry out the socio-economic development tasks, ensuring national defense and security in the period of 2020-2025 and directive documents of the Central Government, Provincial Party Committee, Provincial People's Council; Legal documents on emulation and rewards.

2.Effectively organize and implement patriotic emulation movements launched by the Prime Minister and the Chairman of the Provincial People's Committee in conjunction with key tasks in 2024 and the period of 2021 - 2025, such as: Emulation movements to successfully carry out socio-economic development tasks, ensuring national defense and security;“Joining hands to build new rural areas”; “For the poor - No one is left behind”; “Promoting the development of synchronous and modern infrastructure; practicing thrift and fighting waste”; “All people participate in drug prevention and control”; “Attracting investment”; “Son La develops sustainable and integrated tourism”; “Promoting reform of 2 State administrations”; “Implementing digital transformation”; “Enterprises, cooperatives, households and farmers in Son La province are good at agricultural production and business”; “Skilled in mass mobilization”; “Implementing office culture”..., compete to achieve achievements to celebrate major holidays, anniversaries and important political events taking place in 2024: Celebrating the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); Celebrating the 65th anniversary of Uncle Ho and the Central working delegation visiting and talking with the ethnic minorities of the Northwest in Son La (May 7, 1959 - May 7, 2024); Celebrating the 85th anniversary of the Provincial Party Committee's Traditional Day (December 26, 1939 - December 26, 2024); Celebrating the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and the 35th anniversary of the National Defense Day (December 22, 1989 - December 22, 2024)...; compete to promote initiatives, improve techniques, create motivation to strive to successfully implement the Resolution of the 15th Provincial Party Congress.

3.Based on the key tasks set out in Conclusion No. 1012-KL/TU of the 15th Conference of the Provincial Party Executive Committee dated December 6, 2023; the main targets for socio-economic development in 2024 according to Resolution No. 252/NQHDND dated December 7, 2023 of the Provincial People's Council and Decision No. 265/QD-UBND dated December 9, 2023 of the Provincial People's Committee on assigning the socio-economic development plan for 2024, promoting the strength of the entire political system, the solidarity and creativity of all classes of people, organizing and implementing patriotic emulation movements, closely following the assigned political tasks, associated with promoting the work of“Studying and following Ho Chi Minh's ideology, morality and lifestyle”,Strive to successfully and comprehensively achieve the targets and tasks of 2024, focusing on:

- Strengthen Party building and consolidate the political system; continue to lead and direct the implementation of resolutions, projects and conclusions on the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 15th Provincial Party Congress, term 2020 - 2025. Lead authorities at all levels to perform well the state management function in all areas. Direct the review and assessment of the implementation of issued mechanisms and policies and adjust and promulgate new mechanisms and policies to ensure suitability with practical conditions, contributing to promoting the socio-economic development of the province.

- Focus on removing difficulties, reforming administrative procedures, improving the investment and business environment, creating conditions and encouraging economic sectors and enterprises to participate in investment. Mobilizing and effectively using resources for investment associated with developing the economic and social infrastructure system in a synchronous and gradually modern direction, creating a driving force to promote rapid and sustainable economic development. Focus on implementing the Hoa Binh - Son La expressway project.(section in Son La province)and other key projects of the province in 2024; enhance the role of state management, thoroughly resolve difficulties and obstacles in implementing slow-progress investment attraction projects. Promote production and business development, improve productivity, efficiency and competitiveness of industries, fields and products.

- Economic development goes hand in hand with ensuring social security, social welfare, comprehensive development of cultural and social fields. Improve the capacity and operational efficiency of the health system, create a solid foundation for developing a fair, effective, quality and sustainable health system, meeting the increasing health care needs of all classes of people. Build and develop a comprehensive, sustainable, advanced culture imbued with national identity. Improve the quality of human resources and strengthen science and technology potential. Effectively implement Resolution No. 17-NQ/TU dated August 31, 2021 of the Provincial Party Standing Committee on digital transformation of Son La province in the period of 2021-2025, with a vision to 2030, creating a foundation and basis for perfecting e-government, towards digital government, developing smart urban services; focus on providing comprehensive online public services. Manage and effectively use resources; Strengthening environmental protection and responding to climate change.

- Continue to build the political system and the State apparatus in a streamlined, effective and efficient manner; streamline the payroll, restructure the staff, civil servants and public employees along with determining job positions; improve the effectiveness of inspection, examination, citizen reception, and complaint and denunciation settlement; promote the work of preventing and combating corruption, negativity, practicing thrift and combating waste; promptly detect and strictly handle violations in the performance of public duties; strengthen the implementation of public service culture, tighten discipline and administrative discipline, promote the responsibility of leaders; pay attention to training and fostering the staff of civil servants and public employees to meet the requirements of the tasks.

- Well perform national defense and security tasks, mobilize the combined strength, build and consolidate national defense, maintain political security, social order and safety. Closely combine economic, cultural and social development with ensuring national defense and security, focusing on remote, isolated and border areas. Innovate and improve the effectiveness of protecting the Party's ideological foundation, fighting against erroneous and hostile views in Son La province. Proactively grasp the situation, promptly fight to prevent and defeat all plots and activities against the Party and the State; avoid being passive or surprised in any situation. Improve the effectiveness of foreign affairs and proactively integrate into the international community.

4.Review and promulgate documents regulating emulation and rewards of the province to ensure compliance with the 2022 Law on Emulation and Rewards and current regulations. Continue to improve the quality of state management of emulation and rewards; promote the leadership and direction of Party committees, authorities and Emulation and Reward Councils at all levels. Innovate the content and methods of operation; improve the quality of rewards to ensure accuracy, timeliness, publicity, transparency, educational effects, and setting examples; focus on rewarding grassroots, small groups, workers, farmers, and direct laborers who are creative in work, combat, and production. Enhance the responsibility and advisory role of agencies doing emulation and reward work.

5.Strengthening propaganda, discovering, fostering and replicating advanced models, new models, new factors associated with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo, continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on continuing to "Studying and following Ho Chi Minh's ideology, morality and lifestyle", in order to promote emulation movements, promptly commend, honor and reward good people, good deeds, new initiatives, models, new factors, good, creative and effective ways of doing things to commend, replicate and create a spread in the community and society.

6.Propose that the Provincial Party Committee's Propaganda Department direct propaganda for media agencies to continue maintaining specialized pages and columns, increase propaganda time on contents and methods of organizing and implementing the 2024 emulation movement of localities and units, promptly commend and replicate advanced models in emulation movements.

7.Propose that the Vietnam Fatherland Front Committee and socio-political organizations at all levels closely coordinate with the government to strengthen propaganda and mobilize cadres, civil servants, public employees, workers, union members, association members and people of all walks of life to respond to and actively participate in patriotic emulation movements launched by the central government, the province and mass organizations, contributing to the successful implementation of the socio-economic development tasks, ensuring national defense and security of the province in 2024.

8.Heads of provincial departments, branches, sectors, unions, agencies, units located in the province, enterprises, Chairmen of People's Committees of districts and cities, based on the functions and tasks of each locality and unit, are responsible for specifying the implementation of this Directive. Summarize, promptly commend and reward, propose rewards to encourage new factors, collectives and individuals who have achieved outstanding achievements in the emulation movement.

9.The Department of Information and Communications shall preside over and coordinate with relevant agencies and units to guide and direct the provincial press and radio agencies to promote propaganda work on the patriotic emulation movement; innovate and diversify the content, forms and methods of propaganda, promptly highlight good people, good deeds, advanced models and new factors in the patriotic emulation movement on specialized pages, columns and channels of the provincial press and Radio and Television Station.

10.The Department of Home Affairs shall preside over and coordinate with the Office of the Provincial People's Committee, relevant agencies and units to organize, monitor, inspect and urge the implementation of the Directive; synthesize and report to the Chairman of the Provincial People's Committee on the results of the emulation movement in 2024.

Summary of socio-economic development indicators of the province in 2024:

1. Economic growth rate 7.5%.

2. Average GRPD per capita reached 55.5 million VND/year.

3. Total social investment capital 20,000 billion VND.

4. Economic structure at current prices: Agriculture, forestry, fishery 25%; industry - construction 26.5%; services 41.7%.

5. Value of exported goods 196.1 million USD.

6. Total retail sales of goods (at current prices) 33,800 billion VND;

7. Budget revenue in the area is 4,450 billion VND.

8. Urbanization rate 18%.

9. Total number of tourists to the area reached 4.8 million;

10. Revenue from tourism activities: 5,500 billion VND.

11. The rate of trained workers reached 63%; the rate of workers with degrees and certificates reached 28%.

12. The poverty rate according to the poverty standard for the period 2021-2025 is 11.41%.

13. Number of communes meeting national standards on new rural construction: 06, bringing the total number of communes meeting new rural standards to 70.

14. Number of hospital beds/10,000 people reached 30.6 beds; number of doctors/10,000 people reached 8.75; rate of communes and wards meeting national health criteria reached 39.7%.

15. Natural population growth rate 1.09%.

16. Percentage of people with health insurance cards: 96.1%.

17. The rate of schools meeting national standards in the area is 66.1%.

18. 95% of agencies, businesses and schools meet the "Security and Order Safety" standard.

19. Residential areas, communes, wards and towns meeting the "Security and order safety" standard reached 90.2%.

20. Internet user rate 48.56%.

21. The rate of families achieving the title of "cultural family" is 74.5%; the rate of sub-areas and residential groups achieving cultural standards is 65%.

22. The rate of collected and treated urban solid waste is 92%; the rate of collected rural solid waste is 86%.

23. The rate of urban population using clean water reached 93.84%; the rate of rural population using hygienic water reached 99.0%.

24. Stable forest cover rate of 48%./.
