The Provincial People's Committee Party Committee officially came into operation from March 1, 2025. The Party Committee has 48 subordinate grassroots party organizations with more than 5,000 party members.

Speaking at the opening of the congress, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Secretary of the Provincial People's Committee Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, emphasized: The goal of the congress is to strengthen the building of a clean and strong Party Committee, promote the will of self-reliance, cultural traditions, and the strength of solidarity among ethnic groups. The leaders of the Provincial People's Committee improve the effectiveness, efficiency, management, and administration of all levels of government; proactively grasp and effectively exploit opportunities, resources, and driving forces, accelerate growth, and strive to build Son La to continue to become a multi-sector, multi-field development province, the center of the Northwest sub-region. Review and correctly assess the implementation of the Party Committee's tasks since its establishment; Point out the advantages, shortcomings, limitations, analyze the causes and from there draw lessons, participate in contributing ideas to build directions, goals, tasks and specific, appropriate solutions to successfully implement the resolution in the 2025-2030 term...

Immediately after its establishment, the Standing Committee of the Party Committee and the Party Executive Committee of the Provincial People's Committee focused on arranging and perfecting the organizational structure of the Party Committee, receiving and appointing officials of specialized agencies advising and assisting the Party Committee; deciding on the allocation of staff and tasks to officials and civil servants, promulgating regulations on the functions, tasks, and organizational structure of specialized agencies advising and assisting the Party Committee. Resolutely directing the arrangement and perfecting of the organizational structure of specialized agencies under the Provincial People's Committee towards streamlining, effective and efficient operations.

The Party Committee has focused on leading and directing the Provincial People's Committee to effectively implement the tasks of socio-economic development, ensuring national defense and security. As a result, the budget revenue in the first 6 months of the year reached 16,179 billion VND, equal to 75.14% of the estimate assigned by the Provincial People's Council; the value of exported goods reached 112.2 million USD, an increase of 10.1%. The province's new rural construction program has achieved many positive results, the rural appearance in many places has improved in a comprehensive direction. Strengthening trade promotion, expanding and diversifying supply chains, participating more deeply and widely in regional supply chains; effectively exploiting new markets.

The cultural and social fields continued to receive attention and were effectively implemented; the movement to eliminate temporary and dilapidated houses was vigorously implemented, mobilizing the participation of the entire political system, completing 100% of the plan 169 days ahead of the deadline set by the Government. Focusing on directing the synchronous and drastic implementation of the Party's guidelines and policies, the State's policies and laws on breakthroughs in science and technology development, innovation and national digital transformation. National defense and security were ensured, national border sovereignty was maintained. Foreign relations continued to be expanded and deepened.

With the theme "Strengthening the building of a clean and strong Party organization; promoting innovation, creativity and digital transformation; focusing on socio-economic development, ensuring national defense and security, building Son La province to develop greenly, quickly and sustainably; striving to become the center of the Northwest sub-region by 2030", for the 2025-2030 term, the Congress set out 3 breakthroughs, including: Improving the quality of Party members, cadres, civil servants and public employees to meet the requirements and tasks in the new period; prioritizing the development of high-quality human resources, remunerating and attracting talents to meet the requirements of science and technology development and digital transformation. Developing transport infrastructure; completing the Hoa Binh - Moc Chau expressway, the section in Son La province; implementing the initial steps to invest in the construction of the Moc Chau - Son La - Dien Bien expressway and calling for investment in the construction of Na San Airport; Developing agricultural infrastructure, tourism, digital infrastructure, industrial park and cluster infrastructure. Promoting administrative reform and digital transformation in state administrative agencies; building and forming a digital government with a digital service system; deploying smart urban services widely; developing the digital economy and digital society rapidly and sustainably.

Speaking at the congress, the Provincial Party Secretary requested: The Provincial Party Committee urgently develops an Action Program to implement the Congress Resolution; develops specialized projects and resolutions of the Party Committee to carry out the breakthroughs and key tasks set out. Lead and direct the Provincial People's Committee, Party committees at all levels, and affiliated Party organizations to well implement the Party's guidelines and policies and the State's laws; focus on leading and directing the effective and smooth operation of the 2-level local government model; ensure that agencies under the Provincial People's Committee operate smoothly and uniformly, enhancing cohesion and efficiency in management from the province to the grassroots level.

Promote comprehensive digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Strengthen the building of a clean and strong Party and political system, associated with promoting administrative reform. Build a team of cadres and party members with bright minds, high talents, great intelligence, close to the people, responsible to the people and businesses. Carry out well the work of inspection, supervision, and enforcement of party discipline; work to ensure national defense, security, social order and safety; proactively grasp the situation, promptly resolve arising issues right at the grassroots level, and prevent hot spots and complications from occurring in the province.
