On July 26th, the Party Committee of the Provincial People's Committee held its first Congress of Delegates for the 2025-2030 term. Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, attended and directed the congress.

The Party Committee of the Provincial People's Committee officially commenced operations on March 1, 2025. The Party Committee has 48 affiliated grassroots party organizations with over 5,000 party members.

In his opening remarks at the congress, Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the Provincial People's Committee, and Head of the Provincial National Assembly Delegation, emphasized: The goal of the congress is to strengthen the building of a clean and strong Party Committee, promote self-reliance, self-improvement, cultural traditions, and the strength of national unity. The Provincial People's Committee leadership aims to improve the effectiveness and efficiency of management and administration at all levels of government; proactively seize and effectively exploit opportunities, resources, and driving forces to accelerate growth, striving to build Son La into a province that continues to develop in multiple sectors and fields, becoming the center of the Northwest sub-region. The congress also aims to review and accurately assess the Party Committee's performance from its establishment to the present. Clearly identify the advantages, shortcomings, and limitations; analyze the causes; and draw lessons learned. Immediately after its establishment, the Standing Committee of the Party Committee and the Executive Committee of the Party Committee of the Provincial People's Committee focused on reorganizing and consolidating the organizational structure of the Party Committee's agencies, recruiting and appointing cadres for specialized agencies advising and assisting the Party Committee; deciding on staffing allocations, assigning tasks to cadres and civil servants, and issuing regulations on the functions, tasks, and organizational structure of specialized agencies advising and assisting the Party Committee. They also decisively directed the reorganization and consolidation of the organizational structure of specialized agencies under the Provincial People's Committee towards a streamlined, effective, and efficient operation.

The Party Committee has focused on leading and directing the Provincial People's Committee to effectively implement socio-economic development tasks and ensure national defense and security. As a result, budget revenue in the first six months reached VND 16,179 billion, equivalent to 75.14% of the provincial People's Council's projected target; the value of goods participating in exports reached USD 112.2 million, an increase of 10.1%. The province's new rural development program has achieved many positive results, with the rural landscape in many areas improving comprehensively. Trade promotion has been intensified, supply chains have been expanded and diversified, and participation in regional supply chains has become deeper and broader; new markets have been effectively exploited.
The socio-cultural sector continued to receive attention and was implemented effectively; the movement to eliminate temporary and dilapidated houses was implemented vigorously, mobilizing the participation of the entire political system, and completed 100% of the plan 169 days ahead of the deadline set by the Government. Focus was placed on directing the synchronized and decisive implementation of the Party's guidelines and policies, and the State's laws on breakthroughs in science and technology development, innovation, and national digital transformation. National defense and security were ensured, and national border sovereignty was maintained. Foreign relations continued to expand and deepen.

With the theme "Strengthening the building of a clean and strong Party organization; promoting innovation and digital transformation; focusing on socio-economic development, ensuring solid national defense and security, building Son La province into a green, rapid and sustainable development; striving to become the center of the Northwest sub-region by 2030," the Congress for the 2025-2030 term set out three breakthroughs, including: Improving the quality of Party members, cadres, civil servants, and public employees to meet the requirements and tasks in the new period; prioritizing the development of high-quality human resources, valuing and attracting talent to meet the requirements of scientific and technological development and digital transformation. Developing transportation infrastructure; completing the Hoa Binh - Moc Chau expressway section within Son La province; implementing the initial investment steps for the construction of the Moc Chau - Son La - Dien Bien expressway and calling for investment in the construction of Na San Airport; Developing agricultural infrastructure, tourism infrastructure, digital infrastructure, and infrastructure for industrial zones and clusters. Promoting administrative reform and digital transformation in state administrative agencies; building and establishing a digital government with a digital service system; deploying smart urban services widely; and developing a rapid and sustainable digital economy and digital society.

Speaking at the congress, the Provincial Party Secretary requested that the Party Committee of the Provincial People's Committee promptly develop an action program to implement the congress resolution; develop specialized projects and resolutions of the Party Committee to implement the breakthroughs and key tasks set forth. He also urged the Provincial People's Committee and subordinate Party committees and organizations to effectively implement the Party's guidelines and policies and the laws of the State; focus on leading and directing the efficient and smooth operation of the two-tiered local government model; and ensure that agencies under the Provincial People's Committee operate smoothly and uniformly, strengthening cohesion and efficiency in management from the provincial level to the grassroots.
Promote comprehensive digital transformation in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. Strengthen the building of a clean and strong Party and political system, coupled with promoting administrative reform. Build a team of cadres and Party members who are upright, highly talented, and intelligent, close to the people, and responsible to the people and businesses. Effectively carry out inspection, supervision, and Party discipline enforcement; ensure national defense, security, and social order; proactively grasp the situation and promptly resolve emerging issues at the grassroots level, preventing the occurrence of hotspots and complex situations in the province.
