Science and technology, and digital transformation are the "backbone" of the operation of the two-tiered local government system. The province has implemented many solutions to ensure infrastructure, processes, and resources for providing public services in the new model, creating maximum convenience for citizens and businesses. One of the core contents is building and maintaining shared data systems and ensuring interconnectedness from the central level to the commune level, especially systems related to population, electronic identification, and public service portals. Ensuring smooth communication to communes and wards; deploying and creating over 1,500 accounts for collectives, officials, and civil servants in 75 communes and wards to use the Operational Management Information System in Party agencies.

The province has directed the development of databases for various sectors; issued a list of shared provincial databases; focused on perfecting institutions and policies, and prioritized ensuring resources in the field of science and technology management and digital transformation. Since the beginning of the year, nearly 160 billion VND of state budget funds have been allocated for science and technology development. Currently, the province is continuing to review and supplement its budget and propose additional central government funding for digital transformation tasks. A list of major challenges in science, technology, innovation, and digital transformation has been published; and the Department of Science and Technology has been directed to guide agencies and units in preparing proposals for tasks to be implemented in 2025 and 2026.
To date, communes and wards have been allocated offices, invested in equipment, and established and are operating Public Administrative Service Centers according to the new model. The province has handed over secure transmission channel and data equipment and cryptographic security equipment to serve the two-level local government in operation. Initially, communes and wards have accessed the Handbook for implementing Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee on the development of science, technology, innovation and digital transformation on promoting interconnected, synchronized, rapid and effective digital transformation to meet the requirements of reorganizing the political system's organizational structure; proactively updating information and implementing according to the training guidelines on using the system for monitoring the implementation of Resolution No. 57-NQ/TW on the website.https://nq57.vn/.

In addition, a list of organizations and individuals requesting digital certificates to operate the Public Administrative Center has been compiled; and initial administrative procedures for the public have been implemented, such as: issuing birth certificates, certifying copies from original documents, establishing and operating businesses, land-related matters, etc.
However, the implementation process faces difficulties due to the lack of synchronized digital infrastructure, specifically: In some remote, border areas, telecommunications and internet infrastructure is inadequate, and there is no national power grid, affecting the ability to access and implement scientific and technological activities, digital transformation, and the construction and operation of technological equipment and information systems. Currently, 64 communes still lack 4G coverage; about 10% of communes lack digital signatures; 9% of communes have inadequate infrastructure and equipment; and 6% of communes have software that is not fully functional. Most officials responsible for advising on science, technology, and digital transformation at the grassroots level are part-time staff, leading to slow and inaccurate implementation of tasks and operation of technological software...
Mr. Tran Thanh Tung, Deputy Director of VNPT Son La, said: The unit is mobilizing personnel to directly support communes in installing configurations and checking network lines to serve the document management system and the operation of the two-level local government; at the same time, striving to increase mobile coverage in the area. According to the plan for 2025, VNPT will broadcast 159 5G stations and 49 4G stations; including 10 stations for areas without coverage, which are among the locations that the province and the central government are paying attention to and directing.
