In addition, it aims to effectively utilize cultural institutions and leverage all resources to sustainably and effectively maintain the "model of grassroots libraries"; to build reading habits and develop a reading culture; and to promote digital transformation to create conditions for people to have equal opportunities in accessing an open and flexible knowledge system with various models, thereby forming habits and developing the self-learning capacity of the people in the new era.
