The People's Committee of Son La province has issued a plan to implement the program "Building a model of grassroots libraries to serve people in mountainous and border areas of the northern midland and mountainous region in the period 2025-2030, with a vision to 2045" in the province.
Accordingly, the Plan aims to concretize the directives of the Prime Minister in the Program "Building a model of grassroots libraries to serve the people in mountainous and border areas of the Northern midland and mountainous regions in the period 2025-2030, with a vision to 2045" in Son La province; to raise awareness and responsibility of all levels, sectors, and strata of the people, especially those in remote areas, regarding the position, role, purpose, and significance of building a "model of grassroots libraries". In addition, it aims to effectively utilize cultural institutions and leverage all resources to sustainably and effectively maintain the "model of grassroots libraries"; to build reading habits and develop a reading culture; and to promote digital transformation to create conditions for people to have equal opportunities in accessing an open and flexible knowledge system with various models, thereby forming habits and developing the self-learning capacity of the people in the new era.
The overall objective is to research and appropriately integrate information resources from commune-level public libraries (commune libraries); community learning centers; commune post offices and cultural centers; legal book collections and legal books and documents from the Project to equip communes and wards with books and materials; to build, process, store, preserve, connect, and develop information resources suitable for library users; to organize the shared use of information resources, information products, and library services; to disseminate knowledge and cultural values of the nation and humanity; to serve the needs of research, learning, and entertainment; to contribute to the formation and development of knowledge, skills, qualities, and abilities of library users; to apply scientific and technological achievements, modernize libraries; to develop a reading culture, create a lifelong learning environment for the people, build a learning society, and raise the intellectual level of the people.
Specifically, by 2026, the goal is to have 15% of communes establish "grassroots library models" suitable for the Son La province; by 2030, the model will be expanded to reach 50% of the corresponding target, and 90% by 2045.
By 2026, the goal is for 15% of local libraries to effectively coordinate with provincial-level public libraries to provide information, products, and library services through various forms: circulation, mobile services, online services, and organizing reading promotion activities in the area; reaching 50% of the corresponding target by 2030 and 90% by 2045.
By 2026, 40% of librarians at grassroots libraries will have received training and professional development to be capable of providing library services and organizing reading promotion activities; this target will reach 60% by 2030 and 90% by 2045.
By 2026, the number of people using local libraries for learning, information searching, and knowledge enhancement will increase by an average of 10% per year; reaching 15% of the target by 2030 and 30% by 2045.
To effectively implement the program, the Provincial People's Committee has outlined numerous tasks and solutions. These include: reviewing, organizing, and unifying key aspects regarding the authority, process, and procedures related to the establishment of "grassroots library models" in accordance with laws on local government organization, libraries, and other relevant laws, taking into account the specific characteristics of the region; promoting communication about the activities of "grassroots library models" linked to the development of reading culture and serving the lifelong learning needs of the people; organizing promotional activities associated with annual events; developing criteria to guide the organization and management of "grassroots library models"; focusing on consolidating, improving, investing in, and upgrading facilities and equipment; arranging suitable locations to ensure the preservation and development of information resources and convenience for users. Step-by-step improvement and development of a modern, convenient "grassroots library model" to meet the lifelong learning needs and reading culture development of the people in the new era; Innovating operating methods and strengthening coordination between grassroots libraries and provincial-level public libraries in providing professional support, training, and improving the quality of human resources, and providing library products and services on a digital technology platform; Organizing training and capacity building for grassroots library staff; Promoting fundraising and resource mobilization from domestic and foreign businesses, sponsors, organizations, and individuals in accordance with legal regulations; and increasing community participation, especially among intellectuals, in building and effectively organizing the "grassroots library model".
