To inspire patriotism and raise public awareness of security and order, on June 13, 2005, the Prime Minister issued Decision No. 521/2005/QD-TTg designating August 19th as the "National Security Day for All People". Over the past 20 years, this day has become a focal point for educating people about patriotic traditions, fostering national pride, and enhancing the sense of responsibility of all social strata in the cause of protecting national security.
Provincial leaders and the Provincial Police Department commended individuals outside the police force who achieved outstanding results in implementing the "All People Protect National Security" movement during the 2020-2025 period.
In Son La province, a strategically important area for national defense and security, the Provincial Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the province have consistently focused on leading and directing the serious and effective implementation of the Party's, State's, and Ministry of Public Security's policies and guidelines on ensuring security and order and building the "All People Protect National Security" movement. Leveraging the strength of the entire political system and the unity of the people, they have built a solid foundation for people's security and a strong foundation of public support, contributing to maintaining security and order stability; preventing sudden and unexpected security and order issues; and building Son La province into a safe destination attracting many investors and businesses. Promoting the effectiveness of the "National Day for Protecting National Security" is of particular importance, closely linked to building the "National Movement for Protecting Security and Order," contributing to maintaining peace and stability, and promoting socio-economic development of the locality.
With the motto "prevention is fundamental, focusing on the grassroots, promoting the role of the government and social organizations at the commune and village levels," throughout the 20 years of implementing the "National Day for Protecting National Security," police units throughout the province have selected and combined content and forms of legal education on security and order suitable to each locality, target group, and field; integrating legal propaganda with the campaigns "All people unite to build a cultured life," "Managing, educating, and rehabilitating offenders in families and communities," "Joining forces to build new rural areas," building safe residential areas, communes, wards, towns, agencies, businesses, and educational institutions in terms of security and order, and exemplary in the "All people protect national security" movement.
Every year, the "National Security Protection Day" is organized solemnly and meaningfully, creating a widespread impact; promoting the combined strength of the entire political system, the involvement of Party committees and governments at all levels, and the active support of the people in building the "National Security Protection Day" movement, contributing to raising awareness and responsibility of the whole society towards ensuring security and order at the grassroots level. The organization takes diverse forms with cultural and sports activities, exchanges; forums such as "Police Listening to the People's Opinions"; issuing citizen identification cards; campaigns to recover weapons and explosives; organizing booths displaying images, artifacts, and video clips documenting the "National Security Protection Day" movement... combined with visiting, encouraging, and giving gifts to families under social welfare policies; poor households, and underprivileged students who overcome difficulties; and commending and rewarding exemplary collectives and individuals in the "National Security Protection Day" movement. From 2005 to the present, more than 1,700 collectives and individuals have been awarded commendations, including over 2,000 individuals who have been awarded the "Protecting National Security" commemorative medal by the Ministry of Public Security.
The "All People Protect National Security" movement has been spreading strongly, attracting a large number of people to participate. Throughout the province, over 16,100 "Neighborhood Self-Management Groups for Security and Order" operate effectively; more than 2,100 "People's Security Teams"; 2,248 "Mediation Teams"; 2,248 "Fire Prevention and Fighting Teams"; hundreds of security camera models; crime- and social vice-free residential areas; and models for educating and assisting ex-convicts to reintegrate into the community... Many models are regularly strengthened and their effectiveness is enhanced, contributing to ensuring security and order at the grassroots level.

Playing a core role, police units organized over 1,200 conferences to disseminate and educate the public on legal matters, with over 35,000 people participating. These conferences employed diverse and effective methods and approaches, tailored to the specific conditions of each locality. The content focused on implementing laws and guiding documents on crime prevention and control, building the "All People Protect National Security" movement, ensuring border security; addressing illegal immigration and free migration; preventing and combating human trafficking; and preventing and combating the illegal trafficking and transportation of weapons, explosives, and supporting tools.
The focus is on transforming key areas with complex security and order issues, cleaning up these areas, and improving the effectiveness of the political system at the grassroots level in border communes. Through this, the people are gradually changing their behavior and becoming more aware of their role in protecting security and order; acts of illegal migration, illegal proselytization, re-cultivation of opium poppies, drug use, etc., are decreasing year by year and are being gradually pushed back. A nationwide movement has been launched to address key areas with complex security and order issues, removing 81 key areas from the list of areas with complex security and order issues. This movement is linked to building new rural areas, poverty reduction, and showing gratitude to those who have contributed to the nation... From this, the people's role as masters of their own destiny is strongly promoted.
Notably, the effective implementation of the "Transformation and Construction of Drug-Free Communes, Wards, and Towns in Son La Province, giai đoạn 2023-2025, with a vision to 2030" project has been significant. By the end of 2024, before the merger of commune-level administrative units, the entire province had 55 out of 204 communes; 1,318 out of 2,248 villages; and 2,489 out of 2,495 agencies, units, and businesses meeting the drug-free standard; and 19 out of 204 communes and 355 out of 2,248 villages were considered drug-free units.
Building on the positive results of organizing the "National Security Protection Day," police units throughout the province will continue to coordinate with localities to innovate the content and form of the event to suit the local reality; promote the value of national cultural identity; combine tradition and modernity, organize seminars, exchanges of advanced models, visit security and order models and give gifts to encourage and motivate collectives and individuals with achievements; organize competitions and contests... Review, evaluate and strengthen existing models; integrate or add specific content related to poverty reduction and new rural development programs. Prioritize models that meet the requirements of digital transformation, such as the "Digital Safe Neighborhood Group" model, "Zalo Security," "Community Camera"...
Strengthening the role of the people as the main actors, with the motto "Every citizen is a soldier on the front lines of protecting security and order," assigning specific powers and tasks to security and order teams at the grassroots level, and establishing mechanisms for supervision and support. Enhancing the role of Party committees, government authorities, and the police force. Police officers and soldiers must be a force that "both works and guides," maintaining a close and people-oriented attitude, serving the people. Promoting exemplary cases, rewarding promptly and appropriately, and prioritizing citizens directly involved in protecting security and order at the grassroots level…
Twenty years – a meaningful journey. In Son La province, a solid foundation of public support has been established, contributing to the stability of security and order, economic development, and the building of a new cultural life. In this transitional period into a new era of development, amidst non-traditional security threats and transnational crime, the urgent need is to continue to strongly promote the role and effectiveness of the "All People Protect National Security" Day and movement – for a peaceful, civilized, and developed Son La.
