Provincial leaders and the Provincial Police commended individuals outside the police force with outstanding achievements in implementing the movement "All people protect national security" in the period 2020-2025.

In Son La province, a strategic area in terms of national defense and security, over the years, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee have always paid attention to leading and directing the serious and effective implementation of the policies, viewpoints, and leadership of the Party, the State, and the Ministry of Public Security on ensuring national security and order and building the movement "All people protect national security" (ANTQ). Promoting the strength of the entire political system and the solidarity of the entire people, firmly building people's security, the people's heart position, contributing to maintaining stability of national security and order; not allowing "sudden, unexpected" and complicated security and order incidents to occur; building Son La province into a safe destination, attracting many investors and businesses. Promoting the effectiveness of the "National Day for National Security Protection" is of special significance, closely linked to building the movement "National Security Protection", contributing to maintaining peace, stability, and promoting local socio-economic development.

With the motto "prevention is fundamental, focusing on the grassroots, promoting the role of the government and social organizations at the commune and village levels", during the 20 years of implementing the "National Day for National Security Protection", the Public Security units of the whole province have selected and combined the contents and forms of disseminating and educating the law on national security and order suitable to each locality, subject and field; integrating legal propaganda with the campaign "National solidarity to build a cultural life", "Management, education, and reform of those who have made mistakes in families and communities", "Joining hands to build new rural areas", building residential areas, communes, wards, towns, agencies, enterprises, educational establishments that are safe in terms of national security and order and typical in the movement "National protection of National Security and Order".

Every year, the "National Day for the Protection of National Security" is solemnly and meaningfully organized, creating a widespread effect; promoting the combined strength of the entire political system, the participation of Party committees and authorities at all levels, and the active support of the people in building the "National Day for the Protection of National Security" movement, contributing to raising awareness and responsibility of the whole society for the work of ensuring national security and order right from the grassroots level. The organization is diverse with cultural, sports and exchange activities; the forum "Police listen to people's opinions"; making citizen identification cards; mobilizing the collection of weapons and explosives; organizing booths displaying images, artifacts, and video clips about the "National Day for the Protection of National Security" movement... associated with visiting, encouraging and giving gifts to families under the policy; poor households and poor students who overcome difficulties; praising and rewarding typical and outstanding collectives and individuals in the "National Day for the Protection of National Security" movement. From 2005 to present, more than 1,700 collectives and individuals have been awarded, of which over 2,000 individuals were awarded the "Protecting National Security" Medal by the Ministry of Public Security.

The movement “All people protect national security” has been spreading strongly, attracting a large number of people to participate. The whole province has maintained effective operations of over 16,100 “Self-managed inter-family groups on national security and order”; more than 2,100 “People's security teams”; 2,248 “Reconciliation teams”; 2,248 “Fire prevention and fighting teams”; hundreds of security camera models; residential areas free of crime and social evils; education models, helping people who have completed their prison sentences to reintegrate into the community... Many models are regularly consolidated and promoted effectively, contributing to ensuring national security and order right from the grassroots level.

With the core role, the Public Security units organized more than 1,200 conferences to propagate and disseminate legal education, with over 35,000 people participating in many forms and measures of propaganda and education, rich and effective, suitable to the actual conditions of each locality. The propaganda content focused on implementing the law and guiding documents on crime prevention and building the movement "All people protect national security", ensuring border security; illegal entry and exit, free migration; propaganda to prevent and combat human trafficking; prevention and combat of crimes of illegal trading and transportation of weapons, explosives, support tools, etc.

Promote the transformation of key areas with complicated security and order issues, clean up the areas and improve the effectiveness of the political system at the grassroots level in border communes. Through that, people gradually change their behavior, become more aware of their role in protecting security and order; acts of free migration, illegal proselytizing, opium replanting, drug use, etc. decrease year by year and are gradually pushed back. Organize and launch a movement for the entire population to participate in solving key areas with complicated security and order issues, removing 81 key areas from the list of complicated security and order issues. Link the movement with new rural construction, poverty reduction, gratitude, etc. From there, strongly promote the role of the people as masters.

Notably, the effective implementation of the Project "Transforming and building drug-free communes, wards and towns in Son La province in the period of 2023-2025, with a vision to 2030" has been achieved. By the end of 2024, when the merger of commune-level administrative units had not yet been carried out, the whole province had 55/204 communes; 1,318/2,248 villages; 2,489/2,495 agencies, units and enterprises meeting drug-free standards; 19/204 communes; 355/2,248 villages were drug-free units...

Promoting positive results in organizing the "National Day for National Security Protection", the provincial Public Security units continue to coordinate with localities to innovate the content and form of organizing the festival in accordance with the local reality; promote the value of national cultural identity; combine tradition and modernity, organize seminars, exchange advanced models, visit security models and give gifts to encourage and motivate collectives and individuals with achievements; organize competitions, competitions... Review, evaluate and consolidate existing models; integrate or assign additional specific content associated with poverty reduction programs and new rural construction. Prioritize models that meet the requirements of digital transformation, such as the models "Digital Security Inter-family Group", "Security Zalo", "Community Camera"...

Strengthen the role of the people as the main subject, with the motto "Every citizen is a soldier on the front line of protecting security and order", assigning specific powers and tasks to security and order teams at the grassroots level, with a monitoring and support mechanism. Enhance the role of Party committees, authorities and the police force. Police officers and soldiers must be a force that "both works and guides", has an attitude of being close to the people, serving the people. Replicate typical examples, reward promptly, the right people, the right job; prioritize people directly performing security and order protection tasks at the grassroots level...

20 years - a meaningful journey. In Son La province, a solid position of people's hearts has been formed, contributing to stabilizing security and order, developing the economy, and building a new cultural life. In the transition period entering a new era of development, in the context of non-traditional security and transnational crime, the urgent requirement is to continue to strongly promote the role and effectiveness of the Festival and the movement "All people protect national security" - For a peaceful, civilized, and developed Son La.
