On the afternoon of August 12, in Son La, the annual 2025 talks took place between the Border Guard Command of Son La province (Vietnam) and the Military Command of Huaphanh province (Lao People's Democratic Republic).

Co-chairing the meeting was Colonel Nguyen Dinh Huan, Commander.Border GuardSon La province and Major General Khammuong Khotvongkhun, Commander of Huaphanh Provincial Military Command.
The two sides exchanged the situation in the third and fourth quarters of 2024 and the first 6 months of 2025 on ensuring territorial sovereignty, security and order in border areas; border traffic, immigration control, fighting against drug crimes, smuggling, trade fraud; preventing illegal migration and unregistered marriages; patrolling and protecting the border system and national border markers.
Over the past time, the two sides have maintained the tradition of special solidarity between Vietnam and Laos, regularly exchanged and coordinated border management and protection; strictly implemented agreements, and promptly handled arising incidents.
Major General Khammuong Khotvongkhun, Commander of Huaphanh Provincial Military Command, spoke at the meeting.
From the third quarter of 2024, the two sides will coordinate 21 bilateral patrols with the participation of 470 officers and soldiers.
In the fight against crime, Son La Border Guard arrested 58 cases with 71 subjects, seized 8 cakes and 111.22g of heroin; 683,013 synthetic drug pills; 2.001kg of crystal meth; 1kg of ketamine; 971.36g of opium resin; 432kg of firecrackers; 1 gun, 1 bullet; 360g of gunpowder; 3 cars, 18 motorbikes, 29 mobile phones, 110.84 million VND.
Son La Border Guard coordinated with Lao forces to arrest 6 cases with 7 subjects, confiscating 5g of heroin, 4,878 synthetic drug pills, 1 motorbike, and 2 mobile phones.
Huaphanh Provincial Military Command and Son La Provincial Border Guard Command congratulated the successful meeting.

The Son La Provincial Border Guard Command and the Huaphanh Provincial Military Command signed a memorandum of understanding.
At the meeting, Colonel Nguyen Dinh Huan proposed continuing to strengthen communication and information exchange, maintain bilateral patrols, and coordinate to maintain political security and order in border areas.
Major General Khammuong Khotvongkhun highly agreed with the contents of the talks. At the same time, he suggested stepping up the dissemination of laws, raising awareness of border protection, maintaining cultural and sports activities, and strengthening the connection and development cooperation between the two provinces of Son La and Huaphanh.
At the end of the talks, the two sides agreed and proposed directions including 8 basic and key contents that need to be coordinated and implemented in the coming time, and signed a memorandum of understanding.
