On the afternoon of August 12th, the 2025 annual talks between the Border Guard Command of Son La province (Vietnam) and the Military Command of Huaphanh province (Lao People's Democratic Republic) took place in Son La.
Attending the meeting were Colonel Nguyen Dinh Huan, Commander of the Son La Provincial Border Guard, and Major General Khammuong Khotvongkhun, Commander of the Huaphanh Provincial Military Command.
During the talks, Colonel Nguyen Dinh Huan proposed continuing to strengthen exchanges, information sharing, maintaining bilateral patrols, and coordinating efforts to safeguard political security and order in the border area. The Lao side agreed and also suggested promoting legal awareness campaigns and raising the awareness of border protection among people in the border regions between the two countries. In addition, they emphasized the need to maintain people-to-people exchanges such as cultural and sports activities to strengthen ties and cooperation between Son La and Huaphanh provinces.

Son La and Huaphanh are two border provinces of Vietnam and Laos. Over the years, both sides have maintained the tradition of special solidarity between Vietnam and Laos, regularly exchanging information and coordinating border management and protection; strictly implementing agreements and promptly handling emerging incidents.
From the third quarter of 2024 to the present, the two sides have conducted 21 bilateral patrols with the participation of 470 officers and soldiers.
In the fight against crime, the Border Guard of Son La province handled 58 cases and arrested 71 suspects. Seized items included: 8 blocks and 111.22g of heroin; 683,013 synthetic drug pills; 2.001kg of methamphetamine; 1kg of ketamine; 971.36g of opium resin; 432kg of firecrackers; 1 gun, 1 bullet; 360g of gunpowder; along with 3 cars, 18 motorbikes, 29 mobile phones, and 110.84 million VND in cash.
Additionally, the Son La Border Guard force, in coordination with Lao authorities, arrested 7 individuals in 6 cases, seizing 5g of heroin, 4,878 synthetic drug pills, 1 motorbike, and 2 mobile phones.
Immigration and emigration control was strictly enforced. Authorities completed procedures for 38,385 people entering and 38,608 people exiting; specifically in the border area, there were 34,814 entries and 30,332 exits, along with various types of goods crossing the border.

Friendly exchanges and cooperation between the two sides are regularly maintained during holidays and festivals. In addition, the Son La Provincial Border Guard continues to implement the "Helping Children Go to School" program, providing monthly support of 500,000 VND to 12 disadvantaged Lao students.
At the conclusion of the talks, the two sides agreed on eight key areas for coordinated implementation in the coming period and signed a memorandum of understanding to serve as the basis for implementation.
