Bearing in mind President Ho Chi Minh's teaching, "People mobilization is very important... skillful people mobilization leads to success in everything," the Party Committee of the Provincial Border Guard Command has launched the "Skilled People Mobilization" emulation movement with specific and practical models and actions, contributing to enhancing the beautiful image of "Uncle Ho's soldiers" in the hearts of the people.

Son La province has over 274 km of border, bordering the provinces of Hua Phan and Luang Prabang in the Lao People's Democratic Republic, with 13 border communes. To enhance the effectiveness of "people mobilization" and uphold the qualities of "Uncle Ho's soldiers," the Border Guard force has developed 26 models and exemplary cases in various fields: propaganda and mobilization; building the grassroots political system; assisting people in socio-economic development, poverty alleviation, and implementing social welfare programs...
Colonel Vu Duc Tu, Deputy Political Commissar of the Provincial Border Guard Command, said: The models registered in the "Skilled Mass Mobilization" emulation movement all stem from the practical requirements of social life and have a strong ripple effect in the localities where the units are stationed. Through this, many exemplary collectives and individuals have emerged, creating a vibrant atmosphere of emulation, contributing to the development of the economy, culture, and society, and maintaining national defense and security in the border areas.

During the 2020-2025 period, many models implemented by the border guard force have proven effective, such as: the "Spring Border Guard Program: Warming the Hearts of the People," which distributed 31,190 Tet (Lunar New Year) gifts; provided free medical examinations and medicine to over 42,000 people; and supported over 26 billion VND in building economic development models for disadvantaged families in border areas. The "Helping Children Go to School and Adopted Children of Border Guard Posts" model supported 110 disadvantaged students in border areas, including bringing 13 children to be cared for and educated at border guard posts; 27 of these children graduated from high school, with 8 of them admitted to universities, colleges, and vocational schools, further strengthening the close-knit military-civilian relationship in border regions.
Implementing the model of "Self-reliance and self-management of border areas and national boundary markers," border guard posts have coordinated with localities to maintain 262 self-governing security and order groups, with 70 collectives, 4,233 households, and more than 18,000 individuals participating in self-management of border areas; thereby strongly mobilizing the people to participate in protecting national territorial sovereignty and border security; building a solid all-people border defense posture...
In addition, the "sister village-to-sister village" model continues to be maintained, with 7 pairs of sister villages (10 Vietnamese villages and 7 Lao villages), contributing to raising awareness among people in border areas about territorial and national sovereignty, understanding and voluntarily implementing the Agreement and Regulations on the national border between Vietnam and Laos, and effectively implementing the sister village regulations, building a peaceful, friendly, cooperative and developing border...

Lieutenant Colonel Hoang Van Giap, Political Officer of the Muong Leo Border Guard Station, shared: "The 'Effective People's Mobilization' movement has been implemented by the unit's Party committee and commanders with the motto '3 close ties, 4 together.' Therefore, officers and soldiers are regularly present in the villages, meeting with and conducting propaganda, understanding the thoughts and aspirations of the people to provide appropriate support solutions. The unit actively coordinates with local Party committees and authorities to participate in building and strengthening the grassroots political system and developing socio-economic conditions in the border area. Party members are assigned to participate in activities at the Party branches in border villages; assisting policy beneficiary families and households in economic development; opening literacy classes for the people... Through these efforts, the bond between the military and the people is becoming increasingly strong."
The "Effective Mass Mobilization" movement was also strongly demonstrated during the recent floods in late July and early August, when hundreds of officers and soldiers of the Son La Border Guard braved the raging waters, clearing roads and working side-by-side with the people in the Song Ma - Sop Cop border area to overcome the consequences of the natural disaster and gradually stabilize their lives.
Through concrete and practical actions and models, the border guard force has become a solid support for the people in border areas; building increasingly strong solidarity with Party committees, authorities, and people in the region; and together building a peaceful, friendly, cooperative, and developing border.
