On January 16th, the Son La Provincial Party Committee held a conference to review the implementation of Plan No. 80-KH/TU dated December 20, 2017, of the Provincial Party Standing Committee on the implementation of Resolution No. 16-NQ/TW dated October 10, 2017, of the Politburo on socio-economic development of border communes combined with strengthening and consolidating national defense, security, and foreign relations in the period 2017-2023. Comrade Lo Minh Hung, Permanent Deputy Secretary of the Son La Provincial Party Committee, chaired the conference. Attendees included the Standing Committees of the district and city Party Committees; leaders of departments and agencies; and the collective leadership of the Party Committees of the Border Guard, Public Security, and Military of the province.

Over the past 5 years, the Sơn La Provincial Party Committee has focused on leading departments, agencies, and border districts in implementing and successfully completing targets set for 2020 and 2023. Specifically, there have been significant advancements in the economy, culture, and society. Poverty reduction efforts and social welfare policies have been effectively implemented. The poverty rate has decreased annually according to the poverty standards of each period, with an average of 3-4% of households escaping poverty each year. As of December 2023, the total number of poor households in border areas is 8,195, a decrease of 10.4% from the 2017-2023 period. The overall goal of building new rural areas has been achieved, with 17 out of 17 border communes meeting at least 10 criteria, particularly those related to the political system, labor, planning, irrigation, information and communication, and rural trade infrastructure. 100% of communes have hardened roads to the center; all villages in border areas have roads to the village. Efforts to protect resources, the environment, and respond to climate change have seen positive developments
In particular, economic planning and investment activities in the border area are closely linked to national defense and security; infrastructure projects ensure dual-use functionality for economic, defense, and security purposes; and foreign relations between Son La province and its counterparts in the nine northern provinces of Laos are established closely and effectively, especially with the two provinces sharing a border, Hua Phan and Luang Prabang.
Party building and strengthening the political system in border areas have achieved important results, creating a solid foundation for Son La province to continue developing in the next phase. The national defense, border defense, and security posture has been deployed synchronously, comprehensively, and firmly, with interconnectedness with the overall defense posture of the province and districts.
At the conference, delegates also discussed and proposed that in the coming period, within their authority, relevant sectors should focus on advising the Provincial Party Standing Committee and the Central Committee, as well as the relevant levels and sectors of Laos, to resolve obstacles in order to promote border trade and entry and exit for citizens in border areas; prioritize investment in essential infrastructure projects in border areas such as transportation, telephone coverage, and clean water; leverage the economic strengths of border communes, emphasizing sustainability; improve the level of education and preserve the fine cultural traditions of ethnic groups; maintain political security and social order in border areas, and absolutely prevent the emergence of complex areas or hotspots.
In his concluding remarks at the conference, Comrade Lo Minh Hung requested that Party committees, government agencies, armed forces, the Fatherland Front Committee, and political and social organizations continue to effectively implement the resolutions and plans of the Central Government and the province on socio-economic development in border areas, while strengthening national defense, security, and foreign relations; doing a good job in Party building, strengthening national unity, and consolidating a strong local political system. He also urged continued promotion of socio-economic development in accordance with local realities; accelerating the progress of new rural development; paying attention to creating local jobs for ethnic minorities; and effectively integrating public investment funds to invest in infrastructure development in border communes.
Furthermore, it is necessary to effectively implement the movement "All citizens participate in protecting national sovereignty, territorial integrity, and border security in the new situation"; closely monitor the situation; implement solutions to prevent, combat, and promptly stop activities that exploit ethnic and religious issues to undermine and incite disunity among the people; entice and incite illegal migration and illegal entry and exit in border areas; and combat violations of the law, especially combating and dismantling drug trafficking rings and individuals involved in the illegal buying, selling, and transporting of narcotics across the border; and strengthen cooperation with functional forces of neighboring Laos in carrying out the task of maintaining national border sovereignty.
