The Vice Chairman of the Provincial People's Committee presented a summary report on the Son La provincial planning for the period 2021-2030 with a vision to 2050.
On December 25, 2023, the Prime Minister approved the Son La Provincial Planning for the period 2021-2030, with a vision to 2050, in Decision No. 1676/QD-TTg. The Son La Provincial Planning for the period 2021-2030, with a vision to 2050, aims to concretize the Resolution of the 13th National Congress of the Communist Party of Vietnam, the National 10-year socio-economic development strategy 2021-2030, Resolution No. 11-NQ/TW dated February 10, 2022, of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountainous region until 2030, with a vision to 2045; national plans, national sectoral plans, and regional plans; and the Resolution of the 15th Congress of the Son La Provincial Party Committee.
Recognizing the role and importance of provincial planning for socio-economic development, over the years, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have consistently focused on leading and directing planning agencies and related units in the province to closely coordinate with consulting units; coordinating with the Government Office, the Ministry of Planning and Investment, the Provincial Planning Appraisal Council, and ministries, departments, central agencies, experts, and scientists to organize and implement planning in accordance with legal regulations, meeting quality and progress requirements.

Accordingly, the Son La Provincial Planning for the period 2021-2030, with a vision to 2050, includes the following main contents: The planning scope covers the entire Son La province, with a natural area of over 14,000 km², ranking third among the 63 provinces and cities nationwide. The province has 12 administrative units, a population of over 1.3 million people, and 12 ethnic groups living there.
Adhering to the overarching vision and objectives: Striving to make Son La province a rapidly developing, comprehensive, sustainable, and equitable province by 2030. Aiming to become one of the relatively developed provinces in the Northern Midlands and Mountains region, a center of the Northwest sub-region; a key tourism hub of the Vietnam-Laos border region and the Northern Midlands and Mountains region; and a center for agricultural product processing in the Northern Midlands and Mountains region. Establishing convenient connections with major socio-economic centers of the region, the country, the international region within the Mekong sub-region, neighboring countries, and ASEAN. Strengthening national defense, security, and foreign relations; protecting independence, sovereignty, unity, and territorial integrity; maintaining a peaceful and stable environment, contributing to the development of the region and the country.
Adhering closely to the overall objectives, the overarching development perspective of Son La province's planning is to develop the economy in a multi-sectoral, multi-field, comprehensive, rapid, and sustainable direction; strongly shifting the economic structure associated with innovating the growth model with energy, mining, processing, and manufacturing industries as the foundation, and high-tech, large-scale, high-value-added agricultural sectors and tourism as breakthrough spearheads.
The Son La provincial planning includes four distinct economic zones: the Urban and National Highway 6 area; the Moc Chau Plateau and surrounding areas; the Da River reservoir and basin area; and the border highland area.
The urban and rural systems, functional zones, and infrastructure development focus on the urban development of Son La province, aiming for sustainable, smart, and green cities that adapt to climate change, with a focus on both in-depth and broad development. During the planning period, two border economic zones (Long Sap and Chieng Khuong) were established and developed; two industrial zones (Mai Son Industrial Zone and Van Ho Industrial Zone) were formed; and 15 industrial clusters were established.
Developing the transportation network, focusing on coordinating the implementation of centrally-funded transportation projects in the area, such as: the Hoa Binh - Son La - Dien Bien expressway, Na San airport, upgrading and expanding some key national highways, and implementing key transportation projects of the province.
According to the urban planning scheme for the period 2021-2025, the province will have 16 urban areas (1 type II urban area, 2 type IV urban areas, and 13 type V urban areas); urbanization will reach 20.61%. For the period 2026-2030: The province will have 17 urban areas (1 type II urban area, 6 type IV urban areas, and 10 type V urban areas), with an urbanization rate of approximately 25.8%. The goal is for Son La city to achieve type I urban area status by 2050.

Comrade Nguyen Huu Dong, Secretary of the Provincial Party Committee, delivered a speech at the conference.
Speaking at the conference, Comrade Nguyen Huu Dong, Secretary of the Provincial Party Committee, emphasized: To ensure the plan is implemented effectively and becomes a reality, much work remains to be done. This requires greater effort and determination from the provincial Party committees and government at all levels. Through various means, they must continue to widely disseminate the core and fundamental contents of the Provincial Plan to all levels, sectors, the business community, and all segments of the population, creating consensus and strong determination to successfully implement the plan. Focus on implementing the plan to ensure uniformity, synchronization, and smooth coordination among all levels and sectors; promptly review and adjust specialized plans on land and construction… After the Provincial Plan is approved according to the Planning Law, proactively research and revise existing mechanisms and policies, and propose new mechanisms and policies for socio-economic development for each period, creating new impetus for the province's development.
At the same time, the Provincial Party Secretary requested: It is necessary to mobilize all resources; use state budget funds economically and effectively for development investment, focusing on three breakthrough areas of the province, including: Developing high-tech agriculture linked with processing industries; Promoting tourism development with diverse types and service products; Developing key product chains of the province in regional linkages (value chains of key agricultural, forestry, and fisheries sectors linked with processing industries; value chains of mining sectors...). Focus on developing two centers, including: the provincial central urban area (Son La City - Hat Lot); and the southeastern urban center (Moc Chau - Van Ho). Develop three main driving economic corridors (National Highway 6 and Hoa Binh - Son La - Dien Bien expressway corridor; National Highway 279D - National Highway 4G corridor; National Highway 43 corridor).

Speaking at the conference, Comrade Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed: With the spirit of economic development harmonizing with addressing social issues, developing a balanced economy across sectors, without sacrificing social progress and equity, and without compromising the environment for purely economic development; placing people at the center, as the subject, as the driving force and the goal of implementing the Son La Provincial Planning for the period 2021-2030, with a vision to 2050.

At this conference, the People's Committee of Son La province awarded investment policy approvals and investment registration certificates to 8 investors representing investors implementing projects in Son La province, including:Detech Coffee Joint Stock Company:The Son La Arabica Coffee Plantation Project of Detech Coffee Joint Stock Company has a total registered capital of 28 billion VND, with a coffee planting capacity, combined with coffee purchasing and transportation, for a total output of approximately 750 to 1,000 tons per year; implemented on an area of 151,080.5 m2.. Musa Green Joint Stock Company:The Son La Province Agricultural Product Preservation, Processing, and Production Project has a total registered capital of 15 billion VND, requires 2 hectares of land, and has the following production capacity: Preservation of agricultural products (bananas, mangoes, apples, longan, etc.): 4,000 to 6,000 tons/year; Banana fiber production: 1,000,000 m3/year; Banana powder production: an average of 5 tons of fruit/day.Son La Coffee Processing Joint Stock Company:The Son La Coffee Processing Plant project has a total investment of 200 billion VND, requires 4 hectares of land, and has a production capacity of approximately 50,000 tons of fresh coffee cherries per year; the output of green coffee beans is approximately 12,500 tons per year.Vietnam Tea Corporation (Vinatea):The Moc Chau Tea Processing Plant project has an initial registered capital of 85 billion VND, requires 2.5 hectares of land, has a production capacity of 125 tons of fresh tea per day, and is expected to complete production and business operations from the first quarter of 2026.Tin Phat Phuc Son Co., Ltd.The project involves a factory for manufacturing and processing various types of footwear and related materials for the footwear industry, with an investment scale of 200,000 pairs per year and an initial registered capital of 20 billion VND.Minh Thuy Co Noi Livestock Company Limited:The Minh Thúy Cò Nòi high-tech pig farm project has an investment scale of 32,400 pigs, with an initial registered capital of 286 billion VND.Phuc Anh Company Limited:The Tay Tien Commercial Housing and Urban Infrastructure Project in Moc Chau town comprises 99 houses (including 68 terraced houses and 31 villas). The project has a total investment of 253 billion VND. Dong Que Real Estate Joint Stock Company.:The Central Administrative Residential Area Project in Sub-district 14 (ODB land plot), Moc Chau town, comprises 51 units (including 24 terraced houses and 27 villas). The project has a total investment of 173 billion VND and is expected to be completed and put into operation from Q1/2025.
