The 16th Congress of the Son La Provincial Party Committee for the 2025-2030 term will take place in 3 days from September 27-29. Looking back at the past 5 years, the local socio-economic situation has improved a lot; the average income per capita alone has increased 1.5 times compared to the beginning of the term.

The above achievements demonstrate the correct leadership, mettle and creativity of the Party Committee; at the same time, demonstrate the strength of solidarity and high determination of the entire political system and people of all ethnic groups in Son La province.

On the eve of the 16th Provincial Party Congress, Mr. Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, had an interview with VOV reporters about the achievements and orientations of the province in the coming time, bringing Son La confidently into a new era - the era of national growth.

PV:Sir, in the 2020-2025 term, the whole country as well as the Son La Provincial Party Committee have many special marks in implementing development goals. Could you please tell us about the special marks of Son La Province?

Mr. Hoang Quoc Khanh:Over the past 5 years, Son La province's economy has continued to maintain growth, with an average growth rate of 5.12% per year; the economic scale in 2025 is estimated to reach over VND 82,780 billion, 1.5 times higher than in 2020; GRDP per capita is over VND 62 million, 1.4 times higher than in 2020.

Socio-economic infrastructure has made a breakthrough. During the term, the Hoa Binh - Moc Chau expressway, the section in Son La province, was started. The province has supplemented the planning and submitted to the Ministry of Transport the Project on socialization of investment and exploitation of Na San Airport; completed the goal of hardening 100% of roads to the commune center. The urbanization rate of the whole province is estimated to reach about 20.6% by the end of 2025, exceeding the target set by the Provincial Party Congress.

 

Son La has completed the Program to eliminate temporary and dilapidated houses 5 months ahead of the Government's direction.

The poverty rate according to the poverty line for the 2021-2025 period decreased from 21.66% in 2021 to about 7.89% in 2025, an average decrease of 3.59%/year, exceeding the target set by the resolution. In particular, the work of eliminating temporary and dilapidated houses was carried out resolutely and effectively. During the term, the whole province completed the support for eliminating nearly 13,000 temporary and dilapidated houses, reaching the target 5 months ahead of the Government's direction. Along with that, the work of building the Party and the political system has many innovations. The administrative apparatus has been streamlined, operating effectively and efficiently.

It can be said that the above results are special marks in implementing development goals, demonstrating the correct leadership, mettle and creativity of the Party Committee, and at the same time demonstrating the strength of solidarity and high determination of the entire political system and people of all ethnic groups, creating a solid foundation for Son La to enter a new stage of development.

PV:Cadres are the root of all work. In the past term, how specifically did Son La focus on cadre work?

Mr. Hoang Quoc Khanh:Son La province has always identified cadres and cadre work as particularly important factors. Therefore, in the past term, the Provincial Party Committee has regularly paid attention to building a cadre team, considering this a central and continuous task, ensuring the principle of "The Party unifying the leadership of cadre work and managing the cadre team, along with promoting the responsibility of organizations and heads of organizations in the political system".

In particular, the province has focused on leading, directing research, concretizing and promulgating a system of documents on the work of building a team of cadres; concretizing standards for cadre titles, promoting decentralization, cadre management and appointing and introducing candidates as a basis for synchronous and unified implementation throughout the Party.

 

Over the past 5 years, Son La has eliminated nearly 13,000 temporary and dilapidated houses for the people.

Second, focus on building a team of cadres at all levels, especially Party secretaries and leaders at all levels with sufficient qualities, capacity and prestige, equal to the tasks; ensuring the structure of ethnic composition, gender, age, especially ethnic minority cadres, female cadres, and young cadres.

Third, focus on doing a good job in evaluating, training, fostering, planning, arranging, and using cadres to ensure stability, succession, development, and solid transition between generations of cadres; resolutely screen and remove from Party committees at all levels, or dismiss or resign cadres who do not meet task requirements, violate the law, and Party discipline; at the same time, focus on implementing the policy of encouraging and protecting dynamic and creative cadres for the common good.

PV:In particular, how has the province recently implemented the arrangement of staff to operate the two-level local government to ensure the requirements set out? Up to this point, how has the province's staff work been assessed to have changed?

Mr. Hoang Quoc Khanh:Implementing the Central Government's policy on implementing the 2-level local government model, the Provincial Party Committee and the Standing Committee of the Son La Provincial Party Committee have led and directed the urgent implementation of the arrangement and assignment of staff suitable to the job position requirements, capable of receiving new tasks as soon as the new organizational apparatus comes into operation.

Of which, 9 Provincial Party Committee members who are Heads of branches and Secretaries of District, Town and City Party Committees have been mobilized and assigned to work as Secretaries of newly established commune-level Party Committees; 79 provincial-level cadres have been strengthened, mobilized and seconded to hold key leadership positions at the commune level; and nearly 5,000 cadres, civil servants and public employees have been arranged for 75 communes and wards of the province.

In general, up to now, the quality of the province's staff has been increasingly improved, ensuring a reasonable structure, gradually standardizing according to regulations, meeting the requirements of tasks in the new situation.

PV:In the 2025-2030 term, what is the breakthrough point that Son La province has identified? In particular, what is the locality's orientation to develop specific mechanisms to make a breakthrough in the coming time, so that together with localities across the country, we can confidently enter a new era - the era of national development?

Mr. Hoang Quoc Khanh:Entering the 2025-2030 term, the 16th Son La Provincial Party Congress, term 2025-2030, identified three strategic breakthroughs, considering this the key to opening up new development space and momentum.

The first is to promote the attraction, training and use of talents. Build truly exemplary cadres and leaders at all levels, especially leaders with political courage, sufficient qualities, capacity, new thinking, prestige, equal to the task, with the spirit of "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good".

Son La always pays attention to training young cadres, female cadres, and ethnic minority cadres.

Second, prioritize the development of inter-regional transport infrastructure, creating momentum for socio-economic development; developing agricultural infrastructure, tourism, digital infrastructure, industrial park and cluster infrastructure.

Third, promote digital transformation in the political system; build and form a digital government with a digital service system; smart urban services are widely deployed; digital economy and digital society develop rapidly and sustainably.

To realize the goals set for the 2025-2030 term, Son La will proactively complete the system of mechanisms and policies to remove difficulties, effectively exploit potentials and advantages, create driving forces to promote socio-economic development, in which it will focus on building policies to attract investment in key industries, fields and products, and disadvantaged areas of the province; support research, application, and transfer of science and technology into production and life; encourage innovation and start-ups; along with preferential policies in the development of high-tech agriculture, renewable energy and green tourism; ...

With high political determination, three breakthroughs and appropriate mechanisms and policies, Son La believes it will make a strong breakthrough, accompanying the whole country in the new era of national development.
