The "Digital Transformation" emulation movement in Son La province for the period 2023-2030 has been thoroughly implemented by the Department of Education and Training, emphasizing the content and significance of the movement. This has fostered proactiveness, responsibility, and self-awareness among civil servants, public employees, and workers, encouraging them to participate actively and strive to successfully complete assigned tasks, contributing to the successful implementation of the national digital transformation program. The Department of Education and Training has issued numerous directives to promote digital transformation within the education sector. The server and LAN network systems are adequately and scientifically equipped, ensuring information security and safety; 100% of educational management agencies and educational institutions are connected to high-speed fiber optic internet, with only a few schools and villages in remote, disadvantaged, or electricity-less areas still using 3G/4G networks as a substitute. Solutions for online teaching software have been selected and implemented. Various platforms are available to suit different needs and conditions, such as those from Viettel, VNPT, VinaPhone, or free solutions like MS Teams, Google Meet, Zoom, and K12 Online, for organizing online teaching and learning.

Simultaneously, the Department is strengthening the use of online training and professional development. It is implementing comprehensive solutions to ensure information security and safety, guaranteeing safe and effective online teaching and learning. It is promoting the use of question banks and assessment test development systems in junior and senior high schools; building a test data repository with schools. It is also promoting the use of software supporting school management and electronic records; building a synchronized and interconnected database. A system for managing electronic documents using digital signatures is being implemented from the Department of Education and Training to district education departments and schools, ensuring consistency and interoperability with the provincial and national document exchange system. The public service system is being maintained and implemented, connecting with the provincial Public Service Portal and the national Public Service Portal. Directing the implementation of cashless payments in educational institutions (all schools should have bank accounts and encourage students and the public to pay tuition fees and register for financial assistance through bank accounts and e-wallets). In the 2024-2025 school year, implement cashless payment solutions through a unified payment management software throughout the province, aiming for a 100% implementation rate across the entire sector. Achieve a 100% cashless payment rate for salaries and other benefits and allowances for officials, civil servants, and employees throughout the sector. Achieve a 100% rate of universities and colleges completing digital governance models, digital operations, and standardized digital data. The percentage of educational institutions from primary to high school that have completed the digital governance model, digital operations, and digital data standardization has reached 100%.
In educational management, 100% of units utilize the Electronic Student Information System (EMIS), exam management, teacher records, and electronic student transcripts. The VNPT-iOffice 4.0 document management system is used to manage incoming and outgoing documents. Most units organize meetings, seminars, and professional training online, while also effectively implementing reforms in inspection and auditing, shifting from administrative checks to practical effectiveness evaluations, strengthening post-audits, community monitoring, and ensuring transparency. Regarding the management of teachers and administrators: units effectively assess competence, classify and provide regular training, and establish a reward and recognition mechanism linked to work performance. 100% of educational institutions use school management software such as SMAS and VNEDU; manage finances and assets using MISA software; and implement industry database management software...
Simultaneously, the education sector has focused on innovating educational management and school administration at the continuing education level. This includes the implementation of school management software; electronic gradebooks and student records; the issuance of digital signatures for teachers; the digital signing of lesson plans and teaching schedules; and the development of infrastructure and equipment for teaching computer science, applying information technology, and digital transformation, such as: center websites, center fanpages, equipment management software, accounting software, SMAS software, smart broadcasting, reward and recognition software, industry databases, document management systems, and civil servant management software. For the continuing education level, a pilot implementation plan has been developed, and the Department has guided educational institutions to strengthen digital transformation in education and pilot the digital student record system. Ten out of twelve continuing education centers have registered to participate in the digital student record pilot program.
Digital transformation is becoming a crucial driving force helping the Education and Training sector in Son La province improve management efficiency, teaching and learning quality, and create a flexible and modern learning environment.
