VOV.VN - The People's Committee of Son La province has just issued a plan to implement the electronic health record system on the VneID application in the province, with specific goals, roadmap, and methods to ensure that all citizens will have access to digital services and convenient access to healthcare.
According to the plan, the electronic health record will be implemented throughout the province, applicable to all public and private medical examination and treatment facilities that meet the requirements of the Law on Medical Examination and Treatment. The target group includes all citizens with level 2 electronic identification accounts and participating in health insurance, integrated into the VNeID application.

Son La province is implementing an electronic health record system, ensuring that people have access to convenient digital services for medical examinations and healthcare.
Regarding the implementation roadmap, on September 30th, Son La completed the dissemination of information, training, and preparation of information technology infrastructure; and implemented the system synchronously at public and private health insurance medical examination and treatment facilities. From October 1st, the system will be expanded to all public and private medical facilities in the province, applying to all forms of outpatient, inpatient, and telemedicine examinations. From January 1st, 2026, data will be regularly maintained and updated; standardized and synchronized with the health insurance database and the national population database; and the quality of data and features on VNeID will be improved.
According to Mr. Nguyen Duc Toan, Director of the Department of Health, this is one of the important digital transformation initiatives of the health sector and is very practical for the people. When people go for health check-ups, if they have a smartphone and VNeID level 2, integrated with their citizen identity card and health insurance card, they will not need to bring other documents to medical facilities; the health sector will update all the necessary information on the software.
"The value of the electronic health record lies in the fact that when people visit medical facilities, all their examinations, diagnoses, treatments, and long-term monitoring will be recorded, making it very convenient for each individual. According to the plan of the Provincial People's Committee, the Department of Health is assigned to lead and coordinate with other departments, sectors, and localities; we expect to launch a month-long campaign to implement this electronic health record on October 15th. The participating forces will include the People's Committees of communes and wards, along with teachers, students, women, and youth... all working together to help people become familiar with the electronic health record," Mr. Toan emphasized.
Accordingly, the People's Committee at the commune level will arrange at least one support point with a computer connected to the Internet and staff on duty regularly to help people install and integrate health insurance and use the VNeID electronic health book. At the same time, they will mobilize youth union members, community digital technology teams, and village health workers to directly provide hands-on guidance to the people, ensuring that all target groups can access the service, especially the elderly, ethnic minorities, and people in remote areas.
