On November 21st, Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, chaired a meeting with the Department of Foreign Affairs and other departments and agencies to discuss and resolve some obstacles in foreign affairs work.
The conference was attended by leaders from the Departments of Foreign Affairs and Finance; and representatives from the Provincial Police and the Provincial Military Command.

The Department of Foreign Affairs is an advisory body assisting the Provincial People's Committee in managing local foreign affairs. In 2025, the Department advised the Provincial People's Committee on the implementation of the high-level agreement on cooperation with the Lao People's Democratic Republic for the period 2021-2025; it also coordinated with relevant departments and agencies to finalize the content for developing cooperation proposals with provinces of the Lao People's Democratic Republic for the period 2025-2028. Furthermore, it strengthened communication with foreign affairs agencies in the Lao provinces regarding the coordination of student management; the restructuring of the organizational apparatus of Son La province's agencies after administrative unit reorganization; and coordinated the registration of delegations of businesses and traders from Laos to participate in the trade fair celebrating the 130th anniversary of the province's founding.

Since the beginning of the year, the Department of Foreign Affairs has also advised the Provincial People's Committee to establish working groups to visit the Embassies of the Republic of India and the Republic of Korea; proposing cooperation contents in economics, culture and arts, tourism, education and training, and human resources. It has also advised the Provincial Border Affairs Steering Committee to issue and organize the implementation of plans to organize working groups to conduct bilateral on-site inspections of the border line, the system of national border markers, and border works between Vietnam and Laos in the province...
However, currently, the advisory work of the Department of Foreign Affairs, as well as the implementation of procedures for the province's foreign affairs activities, is facing difficulties; outgoing and incoming delegations are hampered by the lack of specific mechanisms and policies that have not yet been issued or guided; the number of personnel is insufficient and does not meet the specific professional tasks of the sector…

The Department of Foreign Affairs requested the Provincial People's Committee to direct relevant departments to pay attention to and facilitate the deployment, reception, and recruitment of personnel to ensure the assigned number of employees is met as stipulated; to provide guidance on the use of local budget funds to implement aid projects according to cooperation agreements signed with neighboring provinces of Laos; and to request the Provincial Party Committee to amend and supplement regulations regarding the authority to decide or give opinions on overseas travel for Party members not under the management of the Provincial Party Standing Committee who are working in provincial-level agencies and Party members without positions who are working in commune-level agencies.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee requested the Department of Foreign Affairs to continue researching and advising on resolving difficulties in supporting the provinces of the Lao People's Democratic Republic that have signed the memorandum; to strengthen advice to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on effectively carrying out foreign affairs and international cooperation activities, continuing to maintain relations with traditional partners, and expanding relations with new partners. To advise and coordinate with relevant forces to strengthen border management, open secondary border gates and crossings in appropriate locations. To strengthen foreign information work, promote and introduce the province to foreign partners, and advise on activities to promote, attract investment and cross-border tourism. To continue coordinating with relevant departments and agencies to resolve difficulties and obstacles in supplementing staffing, and regulating the authority to decide on Party members going abroad; To train a team of qualified and capable officials who are suited to the specific characteristics of their respective fields, and to effectively advise the province on foreign affairs in the new situation.
