Under the brilliant and wise leadership of the Lao People's Revolutionary Party, the Lao people bravely fought and successfully completed the national liberation struggle, giving birth to the Lao People's Democratic Republic on December 2, 1975, writing the most glorious and brilliant chapter in the history of the Lao people, ushering the country into a new, incredibly bright era of development, an era of peace, independence, democracy, unity, and prosperity.
From this great milestone of victory, over the past 50 years, especially during the 40 years of implementing the reform process, the 5 years of implementing the Resolution of the 11th National Congress and the 9th Five-Year Economic and Social Development Plan, the Lao People's Revolutionary Party has led the Lao people to overcome many challenges, persistently striving to build and defend the Fatherland, achieving great achievements in all fields. Economic and social development has been stable, people's lives have continuously improved, political security and social order have been maintained, and the country's position and prestige in the international arena have been increasingly enhanced.
It must be affirmed that the Vietnam-Laos relationship is exemplary and rare in the world. As close neighbors, our two nations have formed and nurtured a long-standing tradition of solidarity and close ties. Especially since the founding and leadership of the Indochinese Communist Party, later the Communist Party of Vietnam and the Lao People's Revolutionary Party, this relationship has expanded, developed, and been qualitatively enhanced, creating a miraculous strength in both spirit and material resources. This has helped the people of both countries overcome all difficulties and challenges, sharing both joys and sorrows, "sharing every grain of rice and every stalk of vegetable," defeating all enemies, and leading both nations to glory.
The Party, State, and people of Vietnam are always proud to have a loyal and steadfast Lao friend who shares the same ideals. The achievements that the fraternal Lao people, under the skillful and wise leadership of the Lao People's Revolutionary Party, have attained are not only profoundly significant for the Lao revolutionary cause but also a great source of encouragement and motivation for the Party, State, and people of Vietnam in their struggle, construction, protection, and development of the country.
We are pleased and proud to note that, along with the historically significant achievements that the two Parties, two States, and the people of the two countries have attained in recent times, the Vietnam-Laos relationship is being strengthened.President Ho Chi MinhThe foundation laid by President Kaysone Phomvihane and President Souphanouvong, built upon the sweat, effort, and blood of countless generations, has been continuously strengthened and developed in a profound, practical, and effective manner across various fields, becoming a "great friendship, special solidarity, comprehensive cooperation, and strategic alignment," making significant contributions to the cause of national renewal, construction, and defense of each country.
As close comrades and brothers, the Party, State, and people of Vietnam sincerely wish the 12th Congress of the Lao People's Revolutionary Party resounding success, setting forth important strategic directions, comprehensively and synchronously promoting the reform process, strengthening the great national unity, ensuring political and social stability, strongly promoting socio-economic development, improving the material and spiritual lives of the people, and leading Laos steadily forward on the path of socialism.
