In 2025, with the close guidance and direction of the Standing Committee of the Provincial Party Committee, the decisive management of the Provincial People's Committee, and the close coordination of departments, agencies, and localities, the implementation of Resolution No. 57-NQ/TW of the Politburo and Decision 204-QĐ/TW dated November 29, 2024, of the Central Party Secretariat in Son La province has achieved many important results. The awareness of the role of science, technology, innovation, and digital transformation among cadres, Party members, and the people has significantly improved. Digital infrastructure, platforms, and shared information systems have been strengthened and expanded; telecommunications infrastructure continues to be maintained and upgraded; the percentage of areas covered by 4G has increased sharply; and many shared digital platforms of the province have been perfected. Online public services have made significant progress, with 967 procedures provided online in their entirety; the rate of online and digitized applications has increased significantly compared to 2024. The administrative procedure processing system has been synchronously connected with the National Population Database, improving the efficiency of services for citizens and businesses. Science and technology tasks are implemented in a practical manner, focusing on the province's strengths such as high-tech agriculture, intellectual property development, innovation in production processes, and improvement of productivity and quality. The innovation and startup ecosystem is beginning to take shape; the digital economy and digital society continue to develop, with 30% of businesses applying digital technology in management and production; digital payments, e-commerce, and digital society models such as smart schools and smart hospitals are maintained and expanded.

Despite the achievements, the implementation of tasks related to the development of science, technology, innovation, and digital transformation still faces some limitations, such as the sending and receiving of confidential documents electronically being hampered by regulations on protecting state secrets; weak and inconsistent network infrastructure, equipment, and security at the commune level; 40 blank lines remaining; some specialized databases are scattered, not standardized, and lack mechanisms for regular updates, hindering connectivity and sharing; the rate of online applications throughout the entire process has increased but not uniformly; the IT staff in many agencies is still thin, and communes lack system administrators...

At the conference, members of the Steering Committee and representatives from communes and wards assessed the current state of science and technology development, innovation, and digital transformation in the area; explained the causes of limitations and shortcomings; and proposed solutions to overcome existing problems and delays in the implementation of tasks in 2026.

Speaking at the conference, the Provincial Party Secretary requested that Party committees, governments at all levels, agencies, and units continue to thoroughly and effectively implement Resolution No. 57-NQ/TW and Decision No. 204-QĐ/TW, specifically identifying key and core tasks to focus on directing and allocating resources for implementation. He also emphasized the need to enhance the role and responsibility of leaders in directly directing and being accountable for the results of tasks performed in their respective areas, localities, agencies, and units.
The Provincial Party Committee and People's Committee proactively directed and urged the updating of data on the Central Committee's Resolution 57 monitoring system; promoted the connection and sharing of data between information systems; allocated funds to ensure modern and synchronized infrastructure to meet the requirements of the digital transformation task, especially at the commune level; and continued to request the Ministry of Science and Technology and telecommunications corporations to invest in eliminating areas with no signal or weak signal coverage in the province…
The Provincial Party Committee's Organization Department and the Provincial Party Committee's Propaganda and Mass Mobilization Department focused on guiding the use of the Party Member Handbook and the Party Member Data Software; coordinating with the Provincial Party Committee Office to guide Party organizations and members in carrying out administrative procedures within the Party on the National Public Service Portal; and promoting the implementation of the Provincial Party Standing Committee's plan on the "Digital Literacy Movement" in the province. Communes and wards actively inspected infrastructure and equipment; when incidents occurred, they immediately reported to the competent higher-level agency for timely support, avoiding delays for citizens; proactively monitored, updated, and reported data on the monitoring system; urged the timely completion and quality of assigned tasks; and considered the "greening" of indicators on the system as an important measure to evaluate the capacity and work performance of the heads of departments.
