The Ministry of Construction has just submitted a report to the Deputy Prime Minister on the investment plan for the CT.03 expressway section passing through Son La and Dien Bien provinces.
Regarding the investment in expanding the Hoa Binh - Moc Chau section, specifically the section within Son La province, from 2 lanes to 4 lanes, the Ministry of Construction stated that it has closely coordinated with the local authorities and found that allocating additional capital to immediately implement the project with 4 lanes and 2 emergency stopping lanes is consistent with the plan.
Simultaneously, implementation was facilitated by the fact that land clearance had been carried out on a complete scale, reducing the workload of management and preventing re-encroachment; approximately 10 km (accounting for about 30% of the route length) had already had its roadbed constructed on a complete scale, requiring only the addition of road surface work, reducing the amount of transition work in areas where the cross-sectional structure of the route changes, and enhancing traffic safety;
Since the project has just started, adjusting the design and immediately implementing construction on a complete scale is simpler than expanding an existing route, minimizing traffic management issues during construction; and saving on the costs of mobilizing and dismantling the construction site.

The Hoa Binh-Moc Chau expressway has been approved for expansion to a scale of 4 lanes and 2 emergency stopping lanes.
Based on the proposal from the People's Committee of Son La province, the Ministry of Construction requests the People's Committee of Son La province to direct relevant agencies and units to proactively research and complete relevant documents and records, ensuring that the project can be implemented immediately after the project is balanced, additional capital is allocated, and investment procedures are completed according to regulations.
"The Ministry of Finance should study and report to the Prime Minister for consideration, and promptly allocate additional capital for the project (approximately 4,476 billion VND) to implement the expansion of the Hoa Binh - Moc Chau expressway, the section in Son La province, from 2 lanes to 4 lanes," the Ministry of Construction proposed.
Regarding the plan for coordinating the implementation of the Moc Chau - Son La - Dien Bien - Tay Trang Border Gate section, the Ministry of Construction stated that, in order to expedite the completion of the investment policy preparation for the project, the Ministry of Construction and the localities have agreed on a plan to conduct a comprehensive study of the Moc Chau - Son La - Dien Bien - Tay Trang Border Gate section.
Specifically, the Ministry of Construction will lead the preparation of the pre-feasibility study report to be submitted to the Prime Minister for presentation to the National Assembly at the next session. The subsequent research process is expected to divide the project into independent component projects in various provinces so that when deciding on the investment policy, local authorities can be assigned as the managing agencies.
The People's Committees of Son La and Dien Bien provinces directed relevant provincial agencies and units to closely coordinate with the assigned unit of the Ministry to hand over all existing documents and research results; at the same time, they proactively researched and carried out the subsequent tasks (investment project planning, site preparation, etc.) in parallel to start the project soon.
According to this plan, the Ministry of Construction will take the lead in conducting a comprehensive study of the route until the investment policy is decided, and the implementation of the component projects may be assigned to local authorities as the managing agencies…
