After a year of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation, our province has moved beyond the "startup" phase, clearly defining its approach and methods of action, from management thinking and institutional improvement to data infrastructure development and the formation of specific implementation models, making a significant contribution to the province's socio-economic development achievements.

Paperless meeting rooms are implemented at conferences.
In the first year of implementing the resolution, the dissemination and promotion were organized systematically and synchronously from the provincial level to the grassroots. The province organized conferences to study and disseminate the resolution to cadres and Party members; organized many specialized conferences and in-depth seminars on science, technology, innovation, and digital transformation, creating a high level of consensus in awareness and action throughout the entire political system. The Provincial Party Standing Committee also concretized the tasks into plans and implementation roadmaps suitable to local realities; established a Steering Committee to monitor, urge, and supervise the implementation. Many localities and units actively integrated the content of the resolution into their congress documents and action programs.
Based on the eight task groups and breakthrough solutions outlined in Resolution No. 57-NQ/TW, the province is focusing on reviewing, updating, and reorganizing information systems and databases serving the arrangement, organization, and operation of the two-level local government; guiding units and individuals to maintain regular operation of shared digital platforms and services; and promoting training for officials in charge of digital transformation and officials involved in receiving and resolving administrative procedures in departments, agencies, and 75 communes and wards.
In particular, the Provincial Party Standing Committee has issued the Project on Digital Transformation in Party Agencies for the period 2025-2028 and the plan to implement the "Digital Literacy Movement for the People". At the same time, the Provincial People's Committee has developed and submitted to the Provincial People's Council resolutions on waiving and reducing fees for online public services; specific mechanisms and policies to attract and utilize human resources in science, technology, innovation, and digital transformation; and financial support for the operation of community digital technology groups in communes and wards...

In 2025, Son La province was assigned 169 tasks related to science, technology, innovation, and digital transformation by the central government. As the standing agency of the provincial Steering Committee, the Department of Science and Technology proactively coordinated with relevant departments, agencies, and 75 communes and wards to synthesize the results of practical implementation assessments of these tasks, serving as a basis for advising the province on issuing practical, effective, and synchronized policies and solutions.
Mr. Pham Quoc Chinh, Deputy Director of the Department of Science and Technology, shared: The Provincial People's Committee has directed departments and agencies to review and improve policies, reform administrative procedures, and enhance the effectiveness of state management. To date, the Provincial People's Council and the Provincial People's Committee have issued important resolutions and decisions on decentralization, delegation of authority, and granting autonomy to agencies and units in approving investments, procurement, and implementation of science and technology tasks and digital transformation, contributing to shortening processes, increasing flexibility, and accelerating implementation progress.
A highlight in the implementation of Resolution No. 57-NQ/TW is the launching and deployment of the "Digital Literacy Movement for the People". Mr. Tran Cong Chinh, Secretary of the Party Committee of Chieng An Ward, said: The ward has established 27 community digital technology teams, directly going to each hamlet and village to guide people in accessing and using digital utilities, using online public services, such as renewing driver's licenses, issuing health insurance, looking up support policies, promoting products on social media, preventing and combating high-tech fraud and cyber fraud...
Recognizing that digital infrastructure must be a step ahead, over the past year, the province has deployed mobile communication stations and provided 4G coverage in 60 villages. Key information systems serving leadership, management, and the processing of procedures for citizens and businesses continue to be maintained and operated effectively, such as online meetings, document management, administrative procedure processing, and reporting systems.
The province's Smart Monitoring and Management Center is undergoing trial operation, aiming to integrate and monitor socio-economic, urban, tourism, environmental, and security sectors. The province's open data portal currently provides 658 data sets across all sectors. Notably, 100% of online public services have been integrated into the National Public Service Portal; including 967 fully online procedures, with a document digitization rate of 93.2%. Many procedures are implemented regardless of administrative boundaries, facilitating convenience for citizens and businesses.

The province's digital economy has seen many positive changes. Currently, about 30% of businesses have applied digital technology in their production and business activities. Cashless payments have been widely implemented in the fields of education, health, and social welfare. The province is promoting the connection and consumption of products, goods, and agricultural products through e-commerce platforms; organizing livestream events to promote products. The Son La e-commerce platform has been built, attracting 40 businesses and cooperatives, with 60 selected products listed on the platform.
The digital society and digital citizens are gradually taking shape, and smart school and smart hospital models continue to be maintained and expanded. Our province has completed the Son La Tour smart tourism software and collaborated with businesses to provide 22,336 public digital signatures to adult citizens.
Many science and technology projects are being implemented in a way that closely aligns with the province's practical needs; focusing on areas where the province has advantages such as high-tech agriculture, intellectual property development, innovation in production processes, and improvement of productivity and quality. An innovation and startup ecosystem has begun to take shape; the Center for Innovation and Digital Transformation Support has been established.
Party committees at all levels are strengthening the application of software for managing party members and personnel databases, from managing records and documents to operational management and asset management. Currently, 100% of party officials and civil servants have been equipped with digital signature devices, helping to shorten document processing time and improve accuracy and efficiency in their work.
Thanks to decisive leadership and guidance, in 2025, our province completed 124 out of 169 tasks related to the development of science and technology, innovation, and digital transformation (accounting for 73.3%), achieving a relatively high rate compared to the national average.
In 2026, identified as a pivotal and decisive year focusing on science, technology, innovation, and digital transformation, the province will continue to concentrate on four breakthrough pillars: work methods and implementation discipline, with clear responsibilities and tasks, and using real-time data and progress as benchmarks for evaluation. Simultaneously, it will address institutional and infrastructure bottlenecks, complete the policy framework and a synchronized digital architecture to serve citizens and businesses. In particular, it will complete the digitization process and build a data platform that is "accurate, complete, clean, active, interconnected, and synchronized" for reuse, thereby concretizing Resolution 57 and creating new impetus for the province's development.
After one year of implementation, Resolution No. 57-NQ/TW has gradually shifted from strategic orientation to concrete action, creating clear changes in awareness, institutions, and governance methods. These initial results affirm the high political determination and lay an important foundation for the province's rapid and sustainable growth in the next breakthrough phase.
