In 2025, the Department of Foreign Affairs will successfully complete its advisory role to Party committees and governments at all levels on foreign affairs and the political tasks of the sector. It will advise on and report on the situation of cooperation with the Lao People's Democratic Republic in 2025 and the 2021-2025 period, the direction of cooperation in 2026 and the 2026-2030 period; the results of cooperation between Son La province and the provinces of the Lao People's Democratic Republic in the 2022-2024 period… It will also seek opinions from the provinces of Bokeo, Luang Prabang, and Oudomxay on the draft Memorandum of Understanding on cooperation for the 2025-2028 period between Son La province and its neighboring provinces. The Departments and Agencies of Son La province are requested to coordinate in preparing the content for the talks and signing of the Memorandum of Understanding on cooperation for the next phase between Son La province and five provinces of the Lao People's Democratic Republic: Xaysomboun, Xaynhabaluy, Xieng Khouang, Phongsaly, and Luang Namtha. They should also coordinate in receiving students from nine provinces of the Lao People's Democratic Republic for enrollment in the 2025-2026 academic year...

Regarding cooperation with countries and territories, the department advised the Provincial People's Committee to coordinate the organization of the International Yoga Day program in Moc Chau town (formerly) and the Indian Film Festival in Son La city (formerly), as well as other cooperation in culture, arts, tourism, and education. It also advised on sending a provincial delegation to attend the "Meeting Korea" event held in Hung Yen province and to attend and work with the Japanese Embassy in Vietnam held in Quang Ninh province. Simultaneously, it coordinated in preparing the content for receiving and working with 157 incoming delegations, comprising 893 foreign nationals; and 33 outgoing delegations, comprising 176 foreign nationals, in accordance with regulations. The department effectively implemented the organization and management of international conferences and seminars; state protocol at the local level; external information; national borders and territories; consular affairs and international migration activities; and economic and cultural diplomacy.

In 2026, the Department of Foreign Affairs will continue to provide effective advice on coordinating between the Provincial People's Committee and the Provincial Border Affairs Steering Committee with the National Border Committee and the Ministry of Foreign Affairs in implementing the first joint inspection program along the entire Vietnam-Laos border; advise on the development and implementation of the Project to promote the development of foreign economic relations and attract resources for the development of border communes in the province, giai đoạn 2026 - 2030 and 2030 - 2035. It will also lead the implementation of specific tasks in the field of foreign affairs as directed by the Central Government, in order to implement the foreign policy. Furthermore, it will develop and implement the 2026 administrative reform and digital transformation plan for the sector, ensuring it aligns with the province's overall direction and the Department's actual situation.
