Currently, Son La province has abundant human resources with approximately 805,000 people of working age, accounting for 57.5% of the population, of which 771,000 are capable of working. The rate of trained workers reaches 63%, and 28% of workers hold degrees or certificates. To fulfill the key task of improving the quality of vocational training linked to the labor market, as set forth in the Resolution of the 16th Congress of the Son La Provincial Party Committee, term 2025-2030, on October 14, 2025, the Provincial People's Committee developed and issued Project No. 2553 on sending provincial workers abroad under contract for the period 2025-2030. Accordingly, the Provincial People's Committee organized a conference to disseminate and implement the Project, assigning specific targets to 75 communes, and requiring localities to promptly incorporate labor export targets into their annual action programs and socio-economic development plans. It also directed relevant departments, agencies, and People's Committees at all levels to continue promoting the Party's guidelines and the State's policies and laws on employment and labor export.
At the same time, the Provincial Social Policy Bank was instructed to guide the application process, creating favorable conditions for workers to access preferential loan capital to work abroad; and to closely coordinate with service businesses to recruit workers transparently. Businesses operating in this field are required to strictly comply with legal regulations, publicly disclose costs, protect the legitimate rights of workers throughout their employment abroad, and cooperate in promptly handling any arising issues.
Currently, the labor market information system is beginning to improve; the labor market information database is regularly updated, and job postings from businesses are disseminated to localities within the province and on the website of the Provincial Employment Service Center, helping businesses and workers access labor market information.
Alongside promoting job placement and career chuyển đổi, the province also regularly reviews actual needs to organize vocational training classes and foreign language courses right at the workplace, creating favorable conditions for workers. To date, policy credit funds have provided loans to hundreds of workers with a total loan amount exceeding 14 billion VND.

Mr. Bui Viet Cuong, Chairman of the People's Committee of Muong La commune, said: For the period 2025-2030, the commune has been assigned a target of sending 126 workers to work abroad. The commune is stepping up propaganda efforts, organizing job fairs, and proactively connecting businesses for direct recruitment in the locality. In 2025, the commune coordinated the opening of on-site foreign language training classes for students registering for overseas employment. It is also coordinating with the Muong La branch of the Social Policy Bank to review and provide timely capital support, creating the most favorable conditions for people to work abroad.
Ms. Vi Thi Sau, from Noong Pi village, Muong La commune, shared: "My husband has been working as a construction worker in Taiwan for 3 years. Every month, he regularly sends money home to repair the house and invest in a small business, thanks to which our family's life is becoming more prosperous."

The Song Da Vietnam International Cooperation Company, operating in Son La province for the past three years, has recruited 63 workers for overseas employment. Of these, 50 have already departed, and 13 are in the process of completing legal procedures and will depart in 2026. Mr. Mui Van Truong, Director of the Song Da Vietnam International Cooperation Company, stated: "Son La possesses abundant human resources with a young and promising workforce, promising a surge in the number of workers going abroad in the near future. Currently, we are working closely with local authorities to promote awareness and vocational training, aiming to send approximately 700 Son La workers to work in Japan, South Korea, and Taiwan between 2025 and 2030."

With the involvement of the entire political system and the support of reputable businesses, the work of sending workers abroad in Son La is opening up new opportunities. The province aims to send an additional 600 workers abroad in 2026. The province is continuing to promote support policies; vocational training to improve the quality of human resources; prioritizing preferential loan capital for ethnic minority households; standardizing foreign language and vocational training processes linked to digital transformation to ensure transparency of information; and committing to protecting the rights of workers to the fullest extent in safe markets.
