Attending the opening ceremony were: Mr. Nguyen Van Long - Deputy Head of the Training School for Management Cadres in Information and Communications; Mr. Nguyen Dac Tinh - Director of the Department of Information and Communications; and trainees who are leaders, officials, and specialists working in external information affairs from the Provincial People's Committee Office; the Department of Information and Communications; the Department of Foreign Affairs; and the Information Center - Provincial People's Committee Office. The training course aims to enhance professional capacity, skills, and expertise to effectively perform tasks and meet diplomatic requirements; and to equip and update general knowledge on the Party's guidelines, policies, and the State's laws in the state management of external information affairs.

At the training class, students were taught by journalist Le Nghiem - former Director of the Authority of External Information (Ministry of Information and Communications) on topics including: Foreign information work in the innovation period; Vietnam - Laos friendly relationship; External information work with Laos. In addition, students are also informed about the international situation and foreign affairs activities of our Party and State; Press relations and communication skills with the press; Guide agencies and units to plan external information work...

Upon successful completion of the training course, qualified trainees will be awarded a certificate by the Information and Communications Management Training and Development School.
