After four years of implementation, the Joint Program No. 12-CTPH/HNDTW-TUSL between the Central Committee of the Vietnam Farmers' Association and the Son La Provincial Party Committee for the period 2022-2025 has achieved many positive milestones, contributing to enhancing the role of the Farmers' Association and promoting agricultural and rural development in Son La province.
Based on the annual program implementation plan, the Central Committee of the Vietnam Farmers' Association has directed its specialized departments and units to implement the coordinated tasks according to the annual roadmap and transitional plans between years; in which the fourth quarter of 2022 and 2023 include 8 items; 2024 includes 8 items; and 2025 includes 5 items.
Over the four years of implementation, most of the coordinated tasks led by the Central Committee of the Vietnam Farmers' Association and coordinated by the Son La Provincial Party Committee have been completed. The coordinated program has achieved many clear results, especially in the areas of propaganda, training, support for promoting the consumption of agricultural products, and building models for agricultural, farmer, and rural development in Son La.
Joint program: Strengthening communication, training, and human resource development.
In implementing the coordinated program, communication is identified as one of the key and continuous contents, contributing to raising awareness and creating unity in the organization and implementation of policies and guidelines on agriculture, farmers, and rural areas.
During the period 2022–2025, the Central Committee of the Vietnam Farmers' Association, in coordination with the Son La Provincial Party Committee, organized extensive dissemination and thorough understanding of the Party's guidelines and the State's policies and laws related to agriculture, farmers, and rural areas, focusing on resolutions and policies such as: Resolution No. 46-NQ/TW of the Politburo; Resolution No. 19-NQ/TW; Resolution No. 11-NQ/TW…

Information and communication content is disseminated synchronously across the Association's press and media platforms.
In particular, Dan Viet Online Newspaper and Viet Farm have launched two in-depth sections, "Northwest Movement" and "Son La Farmers Competing in Patriotism," publishing hundreds of articles reflecting the socio-economic situation, people's lives, the new rural development movement, and production development in the locality.
From 2022 to 2025, Dan Viet Online Newspaper and Viet Farm published more than 700 news articles, video clips, photo series, and reports across various sections and digital platforms; the average readership reached nearly 30,000 per day.
In addition, many news articles promoting exemplary farmers, OCOP products, the plum week, and safe agricultural products of Son La province have been published in the New Rural Magazine (print and electronic), the Vietnam Farmers' Association's electronic portal, the Central Association's khoahocchonhanong website, and other specialized publications, thereby contributing to promoting the image of agriculture, farmers, and rural areas of Son La.

In addition to propaganda activities, training and workshops have been implemented systematically and practically. Over the past four years, the Central Association has organized 14 training courses in Son La province, including 5 professional training courses for nearly 600 participants and 9 courses to enhance awareness and knowledge for nearly 1,200 cadres and farmer members.
The training courses cover a diverse range of topics, closely linked to practical requirements: professional skills in association work, building professional farmer association branches and groups; OCOP (One Commune One Product), digital transformation, planting area codes and traceability, environmental protection, propaganda work, inspection, supervision, and social critique.
In addition, the Central Committee of the Vietnam Farmers' Association organized a delegation of officials and teachers from the Vietnam Farmers' Association Cadre School to conduct field research in Son La; and carried out inspections and supervision in the former Sop Cop district. Support for digital transformation through the Vietnam Farmers' Association's app was also emphasized, with 100 officials and members receiving training.
The Vietnam Farmers' Association collaborates in promoting and marketing agricultural products and developing livelihood models for its farmer members.
Also within the framework of the Coordination Program, the Central Committee of the Vietnam Farmers' Association, in coordination with the Son La Provincial Farmers' Association and the Son La Provincial Investment Promotion Center, organized the Son La Plum and Agricultural Products Week at BigC Shopping Center, Hanoi, attracting the participation of 18 businesses, cooperatives, and Farmers' Associations from 14 provinces and cities.
The Central Committee of the Association also coordinated the survey of locations for displaying, introducing, and connecting agricultural products at branches in Phu Yen, Thua Thien-Hue, Da Nang, and Hanoi provinces before the merger.
Many safe agricultural products from Son La, such as dried plums and mangoes, black garlic, buffalo meat, and smoked pork, are displayed, introduced, and sold at the Central Association's product showrooms.

In particular, through national-scale events such as the "Proud Vietnamese Farmers" Program, the Ceremony honoring and awarding the title of Outstanding Vietnamese Farmers and Outstanding Cooperatives nationwide, the Ceremony honoring the Scientist of the Farmer, the Conference of the Prime Minister with Vietnamese Farmers, and dialogue forums between the Chairman of the Vietnam Farmers' Association, Ministers and farmers, many suggestions and proposals from Son La farmers have been listened to, difficulties and obstacles have been promptly resolved, creating conditions for Son La farmers to introduce, promote, and connect with the consumption of agricultural products.
In addition, the Central Committee of the Vietnam Farmers' Association has coordinated with the Son La Provincial Party Committee to support the development of many agricultural, farmer, and rural models in the province.
Over the four years of implementing the collaborative program, the Vietnam Farmers' Association has supported the construction of three pilot models, including: a VietGAP tea intensive cultivation model in Tan Lap commune, formerly Moc Chau district; a model for sorting and collecting household waste in Chieng Co and Chieng Den communes, formerly Son La city; and a model for applying scientific and technical methods to intensive mandarin cultivation in Chieng Co commune.
These models, with a total budget of billions of VND and the participation of nearly 1,000 households in Son La province, contribute to raising awareness, improving farming techniques, and building safe and sustainable economic models for members and farmers in the area.

The Association also provided loans from the Central Farmers' Support Fund to build a model for caring for and improving coffee plants in Hun village, Chieng Co commune, Son La city, with 20 participating households and a budget of 1 billion VND. It also disbursed funds for 3 projects from the revolving fund entrusted by the Central Farmers' Support Fund, totaling nearly 2 billion VND, to 39 farmer members for production development.
Through international cooperation projects, the Association organizes support activities for 8 forest production cooperatives, focusing on supporting the Ban Ang Tourism Cooperative in Moc Chau district (formerly) with a total budget of nearly 1.4 billion VND.
In a general assessment of the program's implementation results, according to Comrade Phan Nhu Nguyen, Alternate Member of the Central Committee of the Communist Party of Vietnam, and Standing Vice Chairman of the Central Committee of the Vietnam Farmers' Association, after four years of implementation, the coordinated program has received close attention and guidance from the Standing Committee of the Central Committee of the Vietnam Farmers' Association and the Standing Committee of the Son La Provincial Party Committee, along with close cooperation from departments and units under the Central Committee of the Association; departments, agencies, and mass organizations of the province; and the Farmers' Associations at all levels in Son La province.
The regular coordination tasks and the scheduled coordination tasks have mostly been completed according to the content and plan.
In particular, organizing propaganda activities has contributed to introducing and promoting the image of Son La to a wide audience of readers and localities throughout the country. Through training courses, the awareness and knowledge of officials at all levels of the Farmers' Association and its members have been significantly improved. At the same time, the implementation of support models has contributed to environmental protection, improved production and business skills, and enhanced the lives of members and cooperative members, thereby making a practical contribution to building new rural areas in the province.
Despite the achievements, some tasks are still behind schedule compared to the annual plan or have not been implemented at all.
Moving forward, in the coming period, the Central Committee of the Vietnam Farmers' Association will continue to exchange and agree with Son La province on cooperation contents, ensuring effective implementation in accordance with the new organizational structure of the Central Committee and the two-tiered local government model.
