On January 13th, Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee for Science, Technology Development, Innovation, Digital Transformation and Project 06 (Steering Committee 1287), chaired a conference to summarize the achievements of 2025 and outline the direction and tasks for 2026.

Attending the conference were: Mr. Ha Trung Chien, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Mr. Dao Tai Tue, Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Construction; Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee; and representatives from various departments and agencies of the province.
In 2025, Son La province achieved many positive results in the development of science and technology, innovation, and digital transformation. The Steering Committee 1287 issued 19 directives and urged agencies, units, and localities to implement various tasks. Accordingly, 23 episodes of the "Son La Digital Transformation" program were produced and broadcast; 11 episodes of the "Science, Technology, and Life" program were broadcast; and over 1,000 news articles, photos, and reports on digital transformation were published.

In the development of digital infrastructure, plans for infrastructure development, a catalog of shared databases, and the framework for the 4.0 digital government architecture have been issued; 658 open data sources have been provided, and IOCs and IoT have been deployed in agriculture, environment, health, tourism, etc. Regarding cybersecurity, inspections of information security and safety work under Project 06 have been conducted at 21 units. Cybersecurity monitoring and malware prevention systems are maintained on over 7,000 computers.
Strengthening community-based digital transformation teams in 75 communes and wards; assigning 273 officials to be in charge of information technology and digital transformation. Providing 2,163 administrative procedures on the national public service portal, with 941 fully online administrative procedures out of a total of 1,065 eligible procedures. Developing a draft plan for the development of the innovation ecosystem in Son La province for the period 2026-2030, expected to be submitted to the Provincial People's Committee in the first quarter of 2026; building the Son La e-commerce platform.

Representatives from the Department of Agriculture and Environment presented their views at the conference.
In 2026, Son La province will focus on achieving several key targets, including: Expanding 5G coverage; allocating 1% of the budget to digital transformation; ensuring 100% of officials receive skills training; and implementing over 70% of administrative procedures online. The province will also finalize policies and mechanisms to support research and application of science and technology in production, promote innovation, and participate in the Fourth Industrial Revolution.

The Standing Vice Chairman of the Provincial People's Committee participated in the discussion at the conference.
The conference announced the 2025 Citizen and Organization Satisfaction Index with the Services of State Administrative Agencies; and the 2025 Administrative Reform Index for departments, agencies, and People's Committees of communes and wards. Simultaneously, the Decision to establish the Provincial Data Building Steering Committee was announced.
Speaking at the conference, Comrade Nguyen Dinh Viet requested that departments, agencies, and localities, based on the published results of the digital transformation index; the citizen and organization satisfaction index; and the administrative reform index for 2025 of departments, agencies, and People's Committees of communes and wards, proactively develop plans to address shortcomings and submit them to the standing agencies as prescribed. They should urgently develop digital transformation, science, technology, and innovation plans for their respective agencies and localities to organize implementation from the early months of the year. They should improve the effectiveness of community digital technology groups; strengthen the application of AI-powered virtual assistants, communication, guidance, and support for citizens and businesses in carrying out administrative procedures and public services…

Groups and individuals received commendations from the Provincial People's Committee.
On this occasion, the Provincial People's Committee awarded certificates of merit to 3 collectives and 4 individuals for their outstanding achievements in implementing Decision No. 06/QD-TTg of the Prime Minister on approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030.
