(Chinhphu.vn) - The Government Office has issued Notice No. 30/TB-VPCP summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at a meeting on assigning the managing agency to implement the investment project for the Son La - Dien Bien - Tay Trang Border Gate expressway section and amending Decree No. 165/2024/ND-CP.

Specifically, Deputy Prime Minister Tran Hong Ha agreed in principle to assign the People's Committees of Dien Bien and Son La provinces as the managing agencies for the investment and construction of the Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate expressway section (CT.03) within their respective provinces, in accordance with the law on public investment and other relevant legal regulations.
At the same time, the Ministry of Construction is instructed to urgently conduct a thorough review of the draft Decree amending and supplementing Decree No.Decree No. 165/2024/ND-CPIn accordance with the directives of the Government leaders in document No. 166/VPCP-CN dated January 7, 2026, from the Government Office, ensuring strictness, logic, consistency, full, clear, accurate, and easily understandable regulations, avoiding ambiguity leading to misunderstandings and arbitrary application, especially regarding decentralization and delegation of authority, as a basis for assigning localities as the managing agency for investment in expressway routes and sections within a province or centrally-administered city, report to Deputy Prime Minister Tran Hong Ha.
The Hoa Binh - Moc Chau expressway has a total length of approximately 85km. Of this, the section passing through Son La province accounts for 32.3km with a total investment of 4,445 billion VND.
The Son La – Dien Bien – Tay Trang Border Gate Expressway (Phase 1) starts at the border between Son La and Dien Bien provinces and ends at Dien Bien Phu ward; it has a complete 4-lane design with 2 emergency stopping lanes. The project uses public investment capital, with a preliminary total investment of approximately 23,252 billion VND.
