On February 19th, Comrade Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Border Affairs Steering Committee, chaired a conference to summarize border affairs tasks in 2023 and implement tasks for 2024.

In 2023, the member agencies of the Provincial Border Affairs Steering Committee proactively advised competent authorities to issue programs and plans for border work; advised on organizing working groups led by provincial leaders to inspect and assess the implementation of tasks related to protecting territorial sovereignty and border security in border districts; proactively organized the dissemination of laws, Party guidelines and policies, State laws and regulations, and legal documents on borders signed by the two governments; and mobilized the people to actively participate in combating propaganda, incitement, and coercion of people to disrupt security and order.
The provincial Border Guard, the People's Committees of border districts, closely coordinate with functional forces of Hua Phan and Luang Prabang provinces to regularly maintain bilateral and unilateral patrols to protect the border system and national border markers. Specialized forces have effectively coordinated efforts to ensure security and order and combat crime; strengthened the deployment of professional measures, closely monitored the area, and promptly detected, handled, and resolved cases related to drugs, military weapons, and administrative violations such as smuggling, commercial fraud, and illegal exploitation and transportation of forest products, preventing the creation of hotspots in the border area.
In 2023, the member agencies of the Steering Committee advised the Provincial People's Committee to continue implementing the contents of Resolution No. 182/NQ-CP dated December 22, 2020, of the Government on upgrading the Long Sap main border gate in Son La province to an international border gate; to develop a project to repair, maintain, and beautify the landscape around border marker 207 at Chieng Khuong - Ban Dan border gate, border marker 255 at Long Sap - Pa Hang border gate; and the project to build the Nam Lanh sub-border gate in Sop Cop district… They also continued to coordinate with neighboring provinces of Laos to maintain import and export activities and entry and exit through border gates, serving the lives and production of people and the business activities of enterprises.
Programs, plans, and projects for socio-economic development in border areas have been strengthened; literacy classes for students in border communes and villages have been maintained and new classes have been opened; the planning for inter-district and highland border areas of Son La province for the period 2021-2030, with a vision to 2050, has been completed… External relations activities such as delegation exchanges, visits, working meetings, signing of cooperation agreements, traditional New Year greetings, border defense diplomacy, defense and security diplomacy; support, assistance, cultural exchange, and visits between various levels and sectors of Son La province and neighboring provinces of Laos have taken place smoothly, safely, effectively, and according to plan.
Speaking at the conference, Comrade Hoang Quoc Khanh requested that the members of the Steering Committee continue to focus on directing and effectively implementing the assigned tasks in 2024. The Provincial Border Guard Command and specialized state management agencies at border gates should continue to coordinate closely in controlling entry and exit activities and import and export activities along the entire border line within the province. He also directed functional forces to strengthen their presence in the area, ensuring security and order in the border region; coordinate with relevant agencies and units to advise on and implement procedures to upgrade the Long Sap - Pa Hang international border gate pair; and open and invest in the construction of the Huoi La (Son La) - Loong Nhang (Luang Prabang) sub-border gate pair.
The Chairman of the Provincial People's Committee also requested that the military, police, and border guard forces effectively coordinate and proactively cooperate in resolving complex issues related to border security and order. The Department of Industry and Trade is tasked with researching and proposing solutions for conducting cross-border trade at secondary border gates and border crossings within the province in accordance with regulations. The People's Committees of border districts are to effectively implement national target projects and programs serving the lives of people in border areas; and to strengthen propaganda and mobilization efforts to ensure that the people correctly implement the Party's guidelines and the State's policies and laws.
The Chairman of the Provincial People's Committee presented certificates of commendation to collectives and individuals.
At the conference, the Provincial People's Committee awarded certificates of merit to 3 collectives and 7 individuals for their outstanding achievements in border management in 2023.
