In To Hieu ward, the political, economic, and cultural center of the province, streets and residential areas have been renovated to be more spacious, clean, and beautiful, spreading a spirit of responsibility, community awareness, and a competitive atmosphere to achieve accomplishments in chào mừng the 14th National Congress of the Party.

Mr. Nguyen Khac Thanh, Secretary of the Party Branch and Head of Group 4, Quyet Thang Ward, To Hieu Commune, happily said: "The Party Branch proactively developed a plan, directed mass organizations and the people to actively participate in activities to welcome the Congress, informed families to simultaneously hang Party flags and national flags, cleaned village roads, alleys, and the cultural center, rearranged tables and chairs, and prepared facilities for the common area to be ready to follow the important political event of the country."

In line with the goal of building a civilized and modern urban area as outlined in the Resolution of the First Party Congress of To Hieu Ward, the ward is actively accelerating the progress of the project to renovate and upgrade sidewalks on several key routes. Mr. Cam Viet Quan, Chairman of the Ward People's Committee, stated: The project has a total investment of 108 billion VND and will be implemented from 2025 to 2028. Construction units are focusing on upgrading and paving sidewalks, adding curbs and planters, and dredging the drainage system on four routes: Tran Dang Ninh - Le Duan, Cach Mang Thang Tam, Thanh Nien, and Le Duc Tho, with a total length of nearly 14 km. To date, three routes have been basically completed, ensuring quality and contributing to a clean, beautiful, and modern urban landscape, gradually fulfilling the criteria for a Type I urban area.

In preparation for the 14th National Congress of the Party, many localities in the province have concretized the emulation movement with practical projects and tasks linked to socio-economic infrastructure projects. Recently, a series of projects celebrating the Congress have been started, such as the Chieng Dong Water Supply Plant; the project to renovate and build new facilities within the Provincial Party Committee's premises; and the Mavin Mai Son complex of animal feed production and agricultural product processing plants. Along with that, localities are focusing on accelerating the progress of key projects such as the Hoa Binh - Moc Chau expressway, provincial road 120C (Yen Chau - Ta Khoa), provincial road 107C (Chieng Khay - Lai Chau), and the multi-level school system in border communes..., contributing to gradually completing the infrastructure in a synchronous and modern direction.

Local authorities also pay attention to policies for poor households and families entitled to preferential treatment; promoting the movements "For the poor - Leaving no one behind," and "Joining hands to eliminate temporary and dilapidated houses" with many practical activities such as: supporting housing construction, providing health insurance cards, social assistance, caring for vulnerable people, creating livelihoods for ethnic minorities...

In Muong Coi commune, in response to the emulation movement leading up to the 14th National Congress of the Party, the commune has implemented many practical projects and tasks; most notably, the construction and repair of 16 houses for poor households, with a total cost of 930 million VND. Of these, 12 houses were newly built and 4 were repaired, helping many families have stable housing and feel secure in developing their economy. Mr. Phan Ngoc Linh, Chairman of the People's Committee of Muong Coi commune, said: From the capital of national target programs, the commune has assessed the needs and supported disadvantaged households with housing at an average level of about 60 million VND per household. This activity not only meets immediate needs but also demonstrates the responsibility and affection of the Party Committee and the government towards the people, contributing to strengthening trust and creating consensus at the grassroots level.

In production and business, emulation movements are being actively implemented in many industrial zones and factories. Businesses proactively register emulation targets linked to their professional tasks, launch the "Excellent and Creative Labor" movement, encourage workers to propose initiatives and technical improvements, and at the same time take care of welfare to stabilize production. Ms. Chu Thi Kim Oanh, Deputy Director of the BHL Son La Modified Starch Processing Plant in Chieng Mung commune, said: From the beginning of the year, the unit launched an emulation campaign to celebrate the Party Congress at all levels, combined with actively innovating technology to suit practical needs. The plant has successfully tested the production line and produced the first batch of modified cassava starch in Son La, meeting technical standards and ready for commercial production, contributing to increasing the value of cassava and affirming a new stage of development for the agricultural processing industry in the area.
