On February 28th, Mr. Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, worked with a delegation from the French Development Agency (AFD) on the implementation of the "Project to Improve Urban Infrastructure in Response to Climate Change in Son La City".

The project to improve urban infrastructure in response to climate change in Son La city, using ODA loan capital from the French Development Agency (AFD), was approved by the Prime Minister in Official Letter No. 221/TTg-QHQT dated March 8, 2022, and the investment policy was approved by the Son La Provincial People's Council. The project implementation period is 4 years from the date the project agreement was signed.
The project is being implemented in Son La city and Muong Bu commune, Muong La district, with 5 sub-projects, including: Flood drainage infrastructure for Nam La stream; improvement of urban drainage infrastructure; construction of infrastructure for parks and regulating lakes in urban areas; expansion of Son La city's drainage and water treatment system (phase 2); and support to improve project efficiency and strengthen the capacity of state management agencies and people in the project area. The Provincial ODA Project Management Board, assigned by the Provincial People's Committee as the investor, has organized the preparation, appraisal, and approval of the investment preparation budget; organized the selection of contractors and managed the consulting contract; and coordinated with the donor and relevant agencies to prepare for project implementation.

On behalf of Son La province, Mr. Hoang Quoc Khanh highly appreciates AFD's support in implementing the project. Son La province commits to closely cooperating with AFD to complete the project documentation in order to promptly initiate the project in accordance with regulations. Concurrently, the Provincial ODA Project Management Board is assigned to proactively engage with the donor, advise the Provincial People's Committee to propose to relevant ministries and agencies to expedite the appraisal, approval of the project, approval of the environmental impact assessment, and promptly sign international agreements and treaties. The Department of Planning and Investment will advise the Provincial People's Committee on allocating capital in the medium-term public investment plan and assigning investment preparation capital for the implementation of subsequent project steps.
