As a border commune in Son La province, facing many difficulties, with a large area and scattered population, and people's lives mainly dependent on agricultural production, but thanks to the attention of the Party, the State and all levels and sectors, in recent years the rural landscape of the commune has improved significantly, the lives of the people have gradually been noticeably enhanced, and security and national defense have been maintained, worthy of its role as a "shield" on the border of the Fatherland.

The Youth Union of Phiêng Pằn commune hoisted the Party flag and the national flag to welcome the 14th National Congress of the Party.

2025 is a particularly important year, as Phiêng Pằn commune implements a two-tiered local government model. Despite the large workload and demanding tasks, the Party Committee and government of Phiêng Pằn commune, guided by the spirit of "running, working, learning from experience, and adjusting simultaneously," have focused on coordinated and decisive leadership and direction, achieving many positive and comprehensive results across all fields.

To date, 18 out of 18 socio-economic and national defense-security targets have been met or exceeded. Regarding socio-economic development, Phiêng Pằn commune continues to maintain its growth momentum, with the total value of production in the commune estimated at over 740 billion VND in 2025 (a 10% increase compared to 2024). Of this, agriculture, forestry, and fisheries production is identified as the main sector, reaching over 488.8 billion VND; industry and construction at 81.5 billion VND; services, trade, and other sectors at 170.3 billion VND; and the average GRDP in 2025 reaching 24.67 million VND per person per year.

The national defense and security posture is ensured in the border regions of the Fatherland.

Specifically, taking advantage of its large land area, in recent years the Party Committee, government, and people in the area have gradually shifted towards commodity-based development, linked with the application of scientific and technological advancements in agricultural and livestock production.

Currently, the total coffee growing area in the commune exceeds 2,000 hectares, and key fruit and industrial crops are maintained and expanded to suit the soil and climate conditions. In addition, the livestock industry is developing steadily, with many new models such as wild boar farming and bamboo rat farming showing initial success, contributing to increased income for the people.

In addition, planning and investment in infrastructure construction have received strong attention and direction. Many key projects have been implemented on schedule, notably the project for the Phieng Pan Commune Ethnic Boarding School (Primary and Secondary levels); the project to renovate and upgrade the road from Phieng Pan Commune through Border Guard Post 459 to marker 219,... creating favorable conditions for socio-economic development, while also effectively serving the task of protecting national border security and sovereignty.

Particularly in the fields of culture, education, and healthcare, there have been many positive changes. Healthcare for the people has been prioritized, with 100% of the population participating in health insurance. The quality of education has gradually improved; cultural, artistic, and sports activities are regularly organized, contributing to improving the spiritual life and strengthening national unity. Social welfare policies have been fully and promptly implemented, and the poverty rate in the commune has decreased to 17.09%, a significant reduction compared to the previous year.

National defense and security are maintained; political security and social order are stable; and national sovereignty and border security are ensured. The relationship of solidarity, friendship, and cooperation with localities in neighboring Laos continues to be maintained and strengthened.

Alongside this, the Party Committee of Phiêng Pằn commune has paid special attention to Party building and strengthening the political system. The implementation of "Four Good Party Branches" and "Four Good Grassroots Party Committees" models; the promotion of studying and following the ideology, ethics, and style of Ho Chi Minh; and the strengthening of digital transformation in Party work and Party member management have contributed to enhancing the leadership capacity and fighting strength of grassroots Party organizations, meeting the requirements of the new era.

Looking ahead to the 14th National Congress of the Party, the Party Committee of Phiêng Pằn commune clearly defines its responsibility in concretizing and effectively implementing the Party's guidelines and policies, in conjunction with local realities.

According to Ha Xuan Liem, Secretary of the Party Committee of Phieng Pan commune, the commune's Party Congress for the 2025-2030 term has clearly defined the goals, directions, and key tasks for the coming years. In particular, the commune's Party Committee has identified continuing to uphold the tradition of unity, accelerating infrastructure development, administrative reform, digital transformation, and maintaining national defense, security, and border sovereignty as crucial tasks for the 2025-2030 term.

Secretary of the Phiêng Pằn Commune Party Committee, Hà Xuân Liêm, delivered a speech at the conference summarizing Party building activities in 2025.

"Every official and Party member must uphold a high sense of responsibility, ensure that words are matched by actions, and be determined to bring the Resolution of the Party Congress of the commune for the 2025-2030 term into reality as soon as possible. This will live up to the trust and expectations of the people in the absolute leadership of the Party in this border region of the Fatherland," Mr. Ha Xuan Liem emphasized.

Looking forward to the 14th National Congress of the Party, cadres, Party members, and people of all ethnic groups in Phiêng Pằn commune express their deep confidence that the Party's leadership will continue to formulate strategic policies with a long-term vision, paying even more attention to border areas, ethnic minority regions, and mountainous areas.

The government and the people are working together to build a new rural area.

Agreeing with Mr. Lo Van Dat, Ms. Ha Thi Mai said: “I have witnessed many changes in my hometown of Phieng Pan through each stage of development. The achievements today are thanks to the correct leadership of the Party, and our people have always trusted the Party. We hope that the 14th Party Congress will continue to pay attention to and invest in the border region so that the people can work and produce with peace of mind, and maintain the sovereignty of the Fatherland's border.”
