According to the results of the 2025 Administrative Reform Index, the Department of Construction ranked first out of 15 departments and agencies in the province. This is the result of the collective efforts of officials and civil servants in the construction sector over the past years, affirming their determination to promote administrative reform and aim for citizen satisfaction.

The Department of Transport and the Department of Construction merged to form the Department of Construction from March 1, 2025. The organizational structure was streamlined to be efficient and effective, improving the quality, effectiveness, and efficiency of the departments and units under its direct control. Immediately after the merger, the Department of Construction quickly achieved stable and effective operation. Adhering closely to the content and tasks of Son La province's administrative reform plan for 2025, the Department of Construction effectively implemented 7 key contents and 28 component criteria, focusing on: leadership and management, institutional reform, administrative procedure reform, reform of the state administrative apparatus, civil service reform, public finance reform, and the development of e-government and digital government.
Mr. Bui Trong Thang, Deputy Director of the Department of Construction, stated: The Department publicly and regularly updates the list of administrative procedures under its state management scope and functions, making it convenient for individuals and organizations to access and search. The Department regularly reviews and submits to the Provincial People's Committee for publication, amendment, supplementation, or repeal/replacement of the list of administrative procedures under the Department of Construction's state management scope and functions whenever changes occur. It reviews, develops, and upgrades administrative procedures that meet the criteria for upgrading to full-process online public services within its jurisdiction; and reduces or proposes the maximum reduction of unnecessary administrative procedures.
As a result, administrative procedures that are publicly available and eligible for reduction have shortened processing times by 10-33.3% compared to regulations, with some procedures seeing reductions of up to 80%. Administrative procedures related to transportation management; operational activities; planning, housing, and real estate, such as issuing Vietnam-Laos intermodal transport permits, issuing vehicle badges, transport business licenses, and construction permits, have all seen reduced processing times and same-day results. In 2025, the Department of Construction advised the Chairman of the Provincial People's Committee to approve 188 administrative procedures, including 149 at the provincial level and 39 at the commune level. Advised the Chairman of the Provincial People's Committee to issue a list of fully online public services and partially online public services within the scope and functions of the Department's state management, comprising 181 online public services (including 115 fully online public services and 66 partially online public services).

A highlight of the Department of Construction's administrative reform is the shortened processing time for administrative procedures, reducing waiting times and the need for multiple trips for organizations and individuals. Many procedures are now conducted entirely online, making it convenient for people in remote areas to access services. The electronic one-stop system and partial and full-process public services help reduce costs and time. Procedures, forms, and processing deadlines are publicly available on the Department of Construction's website. Citizens can easily look up and monitor the progress of their applications. During the year, the Department received 3,471 administrative procedure applications, of which 3,420 were processed 100% ahead of schedule, 51 are currently being processed, and none are overdue. The digitization of documents and results of administrative procedure processing reached 100%. The rate of online application processing reached 90.1%.
At the Public Administrative Service Center to apply for a Vietnam-Laos cross-border transport permit, Mr. Lo Van Tuan from Long Sap commune shared: "The civil servants at the one-stop service department of the Department of Construction provided thorough and detailed guidance on each procedure, and had an open and enthusiastic attitude. Previously, applying for a Vietnam-Laos cross-border transport permit took 2-5 working days, and the waiting time for results was uncertain. Now, the results are available on the same day. In addition, there is a delivery service for the results, so I don't have to travel back and forth multiple times."
The Department of Construction has also been actively promoting the application of information technology in administrative reform, developing digital government, digital economy, and digital society, which has yielded positive results. This includes: updating data and indicators by sector for posting on the province's IOC system and other shared and specialized information systems; regularly accessing and updating sectoral data to ensure accuracy, completeness, cleanliness, and relevance, promptly serving the leadership, direction, and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee; and regularly reviewing and providing open sector data according to the published catalog at https://data.sonla.gov.vn to provide citizens and businesses with access to sectoral information related to planning, construction management, construction materials, transportation, infrastructure, etc.
The top position in the 2025 Administrative Reform Index ranking of departments and agencies is a well-deserved result, recognizing the persistent efforts of the Department of Construction in administrative reform. This serves as motivation for the unit to continue promoting administrative reform in the future, contributing to building a professional, modern, transparent, efficient, and people-serving administration.
