Dear comrades!
Developing a green economy is an important policy and orientation that the Party and State pay special attention to. The 13th National Congress of the Party identified one of the orientations for national development in the period 2021-2030 as..."Building a green economy, a circular economy, and an environmentally friendly economy."
Adhering closely to the Party's guidelines and the Resolution of the 13th National Congress of the Communist Party of Vietnam, Son La province has focused on leading and directing the implementation of tasks and solutions to "promoting green growth"In the province's economic development, the focus is on restructuring the economy in conjunction with innovating the growth model, developing industries and sectors with competitive advantages, with two main pillars:(1)Firstly, agriculture is developing in the direction of clean agriculture, organic agriculture, high-tech agriculture, and adaptation to climate change;(2)Secondly, we have leveraged the province's advantages in culture and agriculture to develop diverse and attractive tourism products; developing agriculture combined with experiential tourism and rural tourism based on the preservation and promotion of local culture. Through this, we have achieved several positive results:
The province's agriculture, tourism, and service sectors continue to develop strongly. To date, the province has 9 high-tech agricultural zones; the area of crops applying good agricultural practices and equivalent standards is 31,662 hectares; 218 planting area codes and 262 safe agricultural product supply chains have been established and maintained; water-saving irrigation systems cover 3,891.83 hectares; 214 OCOP products and 31 products bearing the province's geographical names have been granted protection certificates by the Intellectual Property Office, including 2 products protected abroad; 264.8 hectares have been certified organic; agricultural products are listed on 35 e-commerce platforms; 17 products are exported to 21 countries and territories; the area and production of fruit trees and coffee and tea rank first in the Northern region. The province has gradually built a distinct image and brand for Son La tourism on the Vietnamese and international tourism map. Moc Chau National Tourist Area has been honored by the World Tourism Awards."Asia's leading nature destination"Asia”four consecutive years(2022, 2023, 2024, 2025)and"A world-leading nature destination"within 3 years(2022, 2023, 2025)Many tourist areas and attractions in the province are well-known and enjoyed by a large number of visitors.
However, the development of green economy associated with high-tech applied agriculture and sustainable ecotourism in Son La province still has some limitations and difficulties, such as: (1) Rural infrastructure has received investment attention, but is not yet synchronized. The inter-regional transport system and transport connecting to ecotourism destinations are still difficult, accommodation and service facilities are limited and do not meet high standards; (2) Technical standards and regulations on green agriculture, organic products, and ecotourism services are not yet complete; (3) Lack of skilled labor operating high technology, lack of experts in circular model design; weak state management capacity in ecotourism, lack of specialized personnel…

Through studying the draft documents of the 14th Party Congress, and implementing the viewpoint, the section on goals for building and developing the country in the new period continues to emphasize:Transform the rural economic structure towards a green, ecological, circular, and value-chain-based approach. Promote the application of science and technology and digital transformation in agriculture; develop large-scale commodity production areas with high quality and added value, linked to deep processing and product branding; develop various forms of organization and linkages in agricultural and rural production and business; expand agricultural export markets, and build production and consumption chains."These are the correct policies and directions of the Party, contributing to the successful achievement of the growth targets for the 2026-2030 period. Son La province has identified several key tasks and solutions to develop a green economy associated with high-tech agriculture and ecotourism in the province as follows:
First,Continue to innovate leadership methods, accurately identify key tasks and crucial areas to focus leadership, guidance, and priority implementation, promptly summarize practical experiences, and replicate successful models and effective practices. Accordingly, focus on effectively implementing the Project to develop Son La into a processing center for agricultural products in the Northwest region; and the Son La High-Tech Agricultural Zone, as stipulated in Decision No. 575/QD-TTg dated May 4, 2015, of the Prime Minister. Promote the application of science and technology to produce clean, high-quality agricultural products that meet domestic consumption needs and international standards for export. Develop a biodiverse agricultural sector, creating branded, high-value agricultural products linked to tourism development.
SecondDeveloping a circular economy in agriculture, promoting clean agriculture, organic agriculture, high-tech agriculture, and the reuse and deep processing of agricultural products and by-products. Closely linking agriculture with industry, tourism, and services; connecting production with preservation, processing, and consumption of agricultural products. Continuing to effectively implement agricultural and tourism cooperation programs both domestically and internationally; linking economic development with ensuring national defense and security in border areas.
ThreeTo bePromote the development and use of renewable energy; make good use of the strengths of solar power, hydropower, wind power, and biomass power. Disseminate and replicate effective models and solutions for the production and use of renewable energy, suitable to the conditions of each region of the province.
Fourth isDirecting and guiding sustainable farming practices that focus on environmental protection, efficient resource utilization, and long-term productivity maintenance; managing and utilizing land and water resources effectively, protecting forests, and raising community awareness for sustainable resource use.
Develop data systems on land, crops, livestock, and aquaculture; promote information provision and strong digital transformation in management to enable timely policies and operations for agricultural economic development. Develop agricultural raw material areas in a concentrated and sustainable manner, consistent with land use plans linked to agricultural processing facilities, prioritizing the formation of concentrated, specialized agricultural production zones and areas, enhancing product competitiveness as a condition for developing deep processing industries for agricultural and forestry products.
Fifthly,Focus on developing the Moc Chau National Tourist Area with many attractive tourism products, creating appeal for domestic and international tourists, striving to become one of the leading tourist areas in the Northern Midlands and Mountains region; develop tourism at some potential and advantageous locations in the province associated with preserving and promoting the value of ethnic cultural heritage....
Sixth,Continue to do a good job in attracting investment and building infrastructure, especially transportation infrastructure connecting key strategic areas. Review and improve mechanisms and policies to attract investment and encourage the development of private enterprises, the private economy, and cooperatives.

Over the years, Son La province has achieved positive results in agricultural and tourism development; however, the results are still modest compared to the province's potential and advantages. In the coming time, Son La province respectfully hopes to continue receiving the attention, leadership, guidance, and assistance from the Central Government, the National Assembly, the Government, central ministries, departments, and organizations, as well as the cooperation of neighboring provinces, so that Son La can continue to develop strongly, contributing to the overall development achievements of the country. In particular, attention should be paid to addressing the biggest challenge facing Son La province: developing socio-economic infrastructure, especially transportation infrastructure connecting with other provinces in the region and inter-regional connections, so that Son La can have better conditions for further development in the 2026-2030 period and beyond.
The Party Committee, Government, and people of all ethnic groups in Son La province have profound faith in the wise policies and guidelines of the Party and are determined to successfully implement the goals and tasks set forth by the province, contributing to building a more prosperous and sustainable nation in the new era, an era of strong, prosperous, civilized, and happy development.
