Continuing to thoroughly understand the viewpoints, guidelines, and policies of the Party and State on foreign affairs and external information, focusing on the Resolution of the 12th National Party Congress; the Resolution of the 14th Provincial Party Congress; Directive No. 25-CT/TW dated August 8, 2018, of the Secretariat on promoting and elevating multilateral foreign relations until 2030; Directive No. 32-CT/TW dated February 18, 2019, of the Politburo on strengthening and improving the effectiveness of Party foreign relations in the new situation; and Decision No. 368/QD-TTg dated February 28, 2013, of the Prime Minister approving the Government's Action Program on external information for the period 2013-2020.

Information and communication regarding Vietnam's high-level foreign affairs activities, including bilateral and multilateral high-level visits, and participation in multilateral conferences by high-level leaders (UN, ASEAN, ASEM, APEC, etc.). The focus is on activities within the framework of Vietnam's ASEAN Chairmanship in 2020, its AIPA 41 Chairmanship, and its term as a non-permanent member of the UN Security Council for 2020-2021; highlighting the policy of elevating multilateral diplomacy in accordance with Directive No. 25-CT/TW, dated August 8, 2018, of the Party Central Committee; emphasizing Vietnam's role and contributions to ASEAN and the United Nations in particular, and to regional and international issues in general; and affirming the nation's prestige and position on the international stage.

Propagating information about major political events of the country and the province, such as: the 90th anniversary of the founding of the Communist Party of Vietnam; the 75th anniversary of the August Revolution and National Day on September 2nd; the 45th anniversary of the complete liberation of the South and national reunification; the 130th anniversary of the birth of President Ho Chi Minh; Party congresses at all levels leading up to the 15th Provincial Party Congress and the 13th National Party Congress; the 125th anniversary of the founding of Son La province… Actively engaging with the press and international friends to disseminate information to foreign audiences; organizing for foreign press to enter Vietnam to report on commemorative activities and the comprehensive development achievements of the country and the province.

Strengthening coordination and guiding propaganda on protecting national sovereignty and border security, and protecting Vietnam's maritime and island sovereignty:(1)Continue to monitor the attitudes and reactions of other countries regarding the South China Sea issue, and detect plots and activities that spread false propaganda about our country's sovereignty in the South China Sea and other maritime areas;(2)Advising Party and State leaders on measures to combat activities that infringe upon Vietnam's maritime sovereignty, sovereign rights, jurisdiction, and legitimate rights and interests in the East Sea, as well as activities that exploit border, maritime, and island sovereignty issues to spread distorted propaganda and incite opposition. Effectively implementing projects and programs on border, territorial, maritime, and island affairs.

Strengthening the dissemination of information, promotion, and introduction of the image of Vietnam, its people, history, cultural identity, potential, and strengths in general, and Son La province in particular, to foreign countries. Enhancing foreign economic activities, providing information on the Party and State's socio-economic development policies; informing about Vietnam's achievements in ensuring and promoting human rights, implementing policies on ethnicity, and the tradition of solidarity and close ties among ethnic groups, attracting the attention of foreign partners and international tourists to Vietnam and Son La province.
