The Provincial People's Committee held a working meeting with the delegation from Dien Bien province.

Attending the meeting were Comrade Nguyen Minh Tien, Vice Chairman of the People's Committee of Son La province; and leaders of departments and agencies of Son La and Dien Bien provinces.

During the meeting, the two provinces received detailed reports on the route and related content of the Moc Chau - Son La - Dien Bien Expressway construction investment project. The consulting units also reported on the project's pre-feasibility study and the overall project layout, clearly defining the scope and connection points at the border between the two provinces. The delegates discussed the route options and proposed connection points at the border between the two provinces.

Currently, the investment project for the construction of the Moc Chau - Son La - Dien Bien expressway (the section reaching the border between Son La and Dien Bien provinces) has received approval from Deputy Prime Minister Tran Hong Ha, assigning the Son La Provincial People's Committee as the managing agency for investment, as stated in Notice No. 30/TB-VPCP dated January 14, 2026. Based on this, Son La province is focusing on directing relevant departments, agencies, and the investor to urgently prepare the pre-feasibility study report and submit it to the competent authorities for consideration and decision in accordance with the law. In general, the project is being studied for a complete 4-lane expressway; the section within Son La province will pass through 17 communes.

After discussions and agreement on the plan, the leaders of Dien Bien and Son La provinces agreed on the location for connecting the Son La - Dien Bien - Tay Trang Border Gate expressway at the border between the two provinces. Accordingly, both sides agreed to sign a Memorandum of Understanding regarding the location of the expressway connection section at the border between Muong Lan commune (Dien Bien province) and Muong Bam commune (Son La province). The specific location will be determined by the Departments of Internal Affairs of the two provinces, in coordination with relevant departments and agencies, to clearly define the administrative boundary between the two provinces, as a basis for implementing the next steps.

Son La province is committed to implementing the Moc Chau - Son La - Dien Bien section of the expressway during the 2026-2030 period to ensure synchronous connection with the Son La - Dien Bien - Tay Trang Border Gate section of the expressway.

The two provinces of Son La and Dien Bien are strengthening coordination, support, and exchange to resolve difficulties and obstacles, striving to complete the project and open the expressway connecting Hanoi - Son La - Dien Bien - Tay Trang Border Gate.

Speaking at the meeting, Mr. Nguyen Dinh Viet, Chairman of the Son La Provincial People's Committee, emphasized that the CT.03 expressway project is a particularly important transportation route, not only for the socio-economic development of Son La and Dien Bien provinces, but also contributing to the completion of the inter-regional transportation network in the Northwest region, strengthening regional connectivity, ensuring national defense and security, and expanding long-term development opportunities. In the coming time, the Son La Provincial People's Committee hopes to continue receiving the attention and close cooperation of the Dien Bien Provincial People's Committee in the project implementation process, especially in information exchange, agreement on technical plans and implementation schedules, to ensure that both projects are implemented synchronously, effectively, and on schedule as approved by competent authorities.
