On March 2, 2024, the Prime Minister issued Decision No. 216/QD-TTg decentralizing and assigning the managing agency for investment in road projects in accordance with Resolution No. 106/2023/QH15 of the National Assembly on piloting a number of specific policies on investment in road construction projects.
The Provincial Party Secretary inspected the investment preparation work for the Hoa Binh - Moc Chau expressway.
Accordingly, the Son La Provincial People's Committee is delegated the authority to manage and use local budget and other legitimate capital to invest in the Hoa Binh - Moc Chau expressway construction project, specifically the section within Son La province.
The Hoa Binh - Moc Chau expressway project, specifically the section within Son La province, has been identified by the province as a key project, creating a breakthrough to promote socio-economic development in Son La province and the Northwest region. The section through Son La province is approximately 32.3 km long; starting at km 53 in Chieng Yen commune, Van Ho district, and ending at km 85+300 intersecting with National Highway 43 in Phieng Luong commune, Moc Chau district. The land acquisition length is approximately 34.4 km; the investment is phased according to a 2-lane scale, with land acquisition for a 4-lane scale; the total investment is approximately 4,938 billion VND from the State budget; the implementation period is from 2023 to 2028.
Being assigned by the Prime Minister as the managing agency will create favorable conditions for Son La to implement the Hoa Binh - Moc Chau expressway project, the section of the route located within Son La province.
