Moc Chau District has nearly 40 km of border with Sop Bau District, Hua Phan Province, Lao People's Democratic Republic; it has 3 border communes with 10 border villages; and 2 border guard posts (Long Sap Border Gate Border Guard Post and Chieng Son Border Guard Post) stationed in the area. Over the years, the district has directed and implemented seriously and effectively the Party's guidelines and the State's policies and laws on economic development while ensuring national defense and security; and has promoted the strength of the entire population in participating in protecting national territorial sovereignty.

Mr. Le Trong Binh, Chairman of the People's Committee of Moc Chau District, said: Every year, the Standing Committee of the District Party Committee issues directives on the task of protecting national territorial sovereignty and border security. In particular, to create momentum for the development of border villages, the Standing Committee of the District Party Committee has issued a resolution on socio-economic development, ensuring national defense and security, and strengthening the political system in 10 border villages with complex security and order issues in Moc Chau District for the period 2022-2025. Attention is paid to investing in the construction and strengthening of the road system and infrastructure in border villages, ensuring they meet the requirements of border management and protection in the district.
To raise awareness among people in border areas, Moc Chau district has directed units and communes to coordinate with border guard posts to strengthen propaganda work. Over the past five years, 125 propaganda conferences have been organized in high-altitude border villages on the following topics: the local socio-economic development program; the National Border Law; the Vietnam Border Guard Law; the Law on Drug Prevention and Control; the Protocol on the border line and border markers between the Socialist Republic of Vietnam and the Lao People's Democratic Republic; the Agreement on the border regime and land border crossings between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic; policies on ethnic groups and religions; major political events of the country and the locality; and the situation related to mass mobilization work in border areas.
The district has also effectively promoted the role of the people and influential figures among ethnic minorities in participating in the protection of the national border; enhancing the effectiveness of the movement "All people participate in protecting national sovereignty, territorial integrity, and border security in the new situation". Currently, Moc Chau has established, consolidated, and strengthened 34 self-governing border and boundary marker self-management groups with 783 participating households; and 127 self-governing security and order groups with 381 members in the border area. The border guard force also maintains a strict combat readiness duty regime, closely monitoring the situation from early on and from afar. They proactively develop operational plans to combat crimes that infringe upon national security, launch intensive campaigns to attack crime, and effectively combat smuggling, commercial fraud, and drug-related crimes, maintaining political security and social order in the border area. Over the past five years, border guard stations in the area have coordinated with other functional forces to arrest 44 cases/123 individuals involved in social order and drug-related crimes.

Focusing on effectively integrating capital sources to improve economic and social infrastructure in 10 border villages, especially essential projects such as roads, clean water, and irrigation, Moc Chau has directed the implementation and completion of 8 projects with a total investment of nearly 18 billion VND; completed and put into use 3.85 km of street lighting in hamlets; 12.3 km of roads in border villages; installed 3 FM loudspeaker systems; renovated and repaired 12 loudspeaker systems in 10 border villages; and completed the distribution of equipment for cultural centers in all 10 border villages. To date, the 10 border villages of the district have 456 hectares of food crops and 342 hectares of fruit trees; there are no longer any temporary or dilapidated houses in the villages, the lives of the people are gradually improving, and the poverty rate in the 10 border villages has decreased to 23%.
The border village of Phiêng Cài, Lóng Sập commune, currently has 93 households, all of whom are ethnic Mong people. Mr. Tráng A Tủa, Party Secretary and Village Head, reported: The people are actively working and applying scientific and technical methods to production. Currently, they are cultivating over 100 hectares of corn and cassava, 33 hectares of rice, over 100 hectares of fruit trees, 4 hectares of macadamia nuts, and nearly 5 hectares of vegetables. The average per capita income reaches 40 million VND/person/year, and only 3 households remain poor. With the support of the State and contributions from the people, 100% of the village's internal roads have been concreted, and nearly 2 km of roads have been equipped with streetlights.
Building on the achievements, Moc Chau continues to strengthen propaganda and education to raise awareness among the people of all ethnic groups in the district about the task of building and protecting the border in the new situation. It also promotes foreign relations activities and builds a peaceful, friendly, cooperative, and developing border.
