On February 7th, Comrade Ha Trung Chien, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Son La province, along with a delegation, surveyed and studied the experience of implementing the construction of the Si Pa Phin Inter-level Rural Development School (Primary and Secondary levels) in Dien Bien province.
In accordance with the Politburo's Conclusion Notice No. 81-TB/TW dated July 18, 2025, on the policy of investing in school construction for border communes, Dien Bien province is implementing 15 schools, of which 10 have already started construction in 2025, and the remaining 5 will be implemented in February 2026. To date, the Si Pa Phin Inter-level Primary and Secondary School has been inaugurated on January 31, 2026.

The school covers nearly 7 hectares and can accommodate 1,100 students and teachers. The learning area includes 31 standard classrooms, 14 subject-specific rooms, along with equipment rooms, a school counseling center, and a library. The dormitory has 120 rooms for students and 15 rooms for teachers. Emphasis is placed on student living and training spaces, with a multi-purpose room, a cultural center, a sports field, a swimming pool, a kitchen, and restrooms.

The school proactively develops enrollment plans; refines teaching plans; and invests in equipment to ensure suitability for each class, age group, subject, and natural climate conditions. It is expected that the school will welcome students from the beginning of the second semester of the 2025-2026 school year.

Speaking at the meeting, Comrade Ha Trung Chien emphasized that the experience in building schools and organizing teaching and learning serves as a basis for Son La province to complete 13 multi-level schools in the near future. He suggested that investors refer to the model of Dien Bien province to invest in synchronized and modern equipment to meet teaching and learning needs, and to quickly complete the 13 multi-level schools, serving the development of human resources in the border region of Son La province.
