The Ministry of Construction has recently sent a written response to the People's Committee of Son La province regarding the investment in expanding the Hoa Binh - Moc Chau expressway through Son La province from 2 lanes to 4 lanes.
Accordingly, the Ministry of Construction agrees with the opinion of the People's Committee of Son La province regarding the necessity of investing in expanding the Hoa Binh - Moc Chau expressway through Son La province.

Construction of the Hoa Binh - Moc Chau expressway is underway.
"The People's Committee of Son La province is working closely with the Ministry of Finance to research and report to the Prime Minister for consideration, and to promptly allocate additional capital for the project to expand the road from 2 lanes to 4 lanes."
"At the same time, direct relevant agencies and units to proactively research and complete relevant documents and records, ensuring that the project can be implemented immediately after the project is balanced, additional capital is allocated, and investment procedures are completed according to regulations," the Ministry of Construction proposed.
Previously, in a proposal submitted to the Prime Minister and relevant ministries, the People's Committee of Son La province stated that the Hoa Binh - Moc Chau expressway project, the section passing through the province, is being implemented in phases with a length of over 32km, a scale of 2 lanes, and a roadbed width of 12m (except for the sections with deep excavation and embankment, where the roadbed width is designed according to the completed phase with a roadbed width of 22m).
Currently, the Moc Chau - Son La - Dien Bien - Tay Trang Border Gate sections of the route are being reviewed and studied for investment in a 4-lane configuration.
Therefore, expanding the Hoa Binh - Moc Chau expressway section through Son La province from 2 lanes to 4 lanes is absolutely necessary to ensure consistency and improve the efficiency of the project, in line with the Prime Minister's directive No. 05/CĐ-TTg dated January 20, 2026.
According to the proposed plan, the total investment for the upgrade and expansion project is approximately 4,500 billion VND.
If approved by the competent authorities, the total investment for the entire project will be approximately over 9,400 billion VND, with implementation scheduled from 2026 to 2028.
