On the morning of March 20, 2024, the launching ceremony for the "Happy Vietnam" photo and video contest 2024 took place in Hanoi. Speaking at the ceremony, Deputy Minister Nguyen Thanh Lam said that the "Happy Vietnam" photo and video contest in 2024 was organized to celebrate International Happiness Day on March 20th and to implement Decision No. 1079/QD-TTg dated September 14, 2022, of the Prime Minister approving the plan for communication on human rights in Vietnam. This is also one of the key activities in the Ministry of Information and Communications' human rights communication plan for 2024.

2024 marks the second time the competition has been held, following the impressive success of its first edition in 2023, which was widely received and highly appreciated by the public both domestically and internationally.
The competition aims to discover and celebrate meaningful moments and stories in all aspects of political, economic, cultural, and social life through photographs and videos, affirming achievements in socio-economic development and international integration, and thereby highlighting achievements in the field of human rights protection in Vietnam over the past years.
Mobilize the participation of the entire society.
Deputy Minister Nguyen Thanh Lam stated that this year's competition features innovative organizational methods, mobilizing the participation of the entire society, the Vietnamese community abroad, and international friends in communicating and promoting the image of Vietnam and its people to the world.
When talking about a happy Vietnam, nothing is more convincing than Vietnamese people telling their stories from their own perspectives and experiences, thereby affirming that the people are the subjects and beneficiaries of all the values in life in Vietnam.
Today's event has invited content creators and community influencers from social media platforms to contribute to spreading positive and beneficial content online.
The Deputy Minister added that, after the competition, the Organizing Committee will select the best works to award prizes, and over 100 works that reach the final round will be selected for exhibition to serve the communication work on human rights both domestically and internationally in the near future.

Sharing more about the new features of the 2024 competition, Mr. Pham Anh Tuan, Director of the Department of External Information, said that the Ministry of Information and Communications hasOfficial document No. 901/BTTTT-TTĐNOn March 15, 2024, it was suggested that localities coordinate the launch and communication of the competition in their respective areas. Localities could also organize competitions similar to "Happy Ha Giang," "Happy Binh Dinh," etc., on the common platform of the competition developed by the Ministry, possibly organizing separate exhibitions and awarding separate prizes, suggested Mr. Pham Anh Tuan.
