Located at an altitude of 1,500-2,800 meters above sea level, Ta Xua commune is surrounded by the majestic Hoang Lien Son mountain range. It boasts a diverse ecosystem within the Ta Xua Special Forest, home to many rare and exotic plants, and especially the iconic "sea of clouds," creating a pristine and vibrant natural landscape. To develop Ta Xua into a provincial-level tourist area by 2030, the local Party committee and government are focusing on implementing comprehensive solutions to unlock its potential for sustainable ecotourism development.
Ta Xua has an ideal temperature, making it suitable for relaxation and the cultivation of ancient Shan Tuyet tea trees.
Ta Xua's advantages, besides its natural beauty, include temperatures ranging from 15 to 22 degrees Celsius, making it ideal for resort and ecotourism. Furthermore, the well-preserved traditional cultural values of its 99% ethnic Mong population are crucial for developing community-based tourism and cultural experiences.
However, tourism in Ta Xua faces significant legal and infrastructure bottlenecks. One of the biggest challenges currently is addressing land and construction violations; the overlapping boundaries between forest land and long-standing residential land, affecting the legitimate rights of the people. Simultaneously, it acts as a barrier for new investors to access clean land. The lack of adequate infrastructure is a major obstacle.

Ms. Tran Gia Phong, a tourist from Hanoi, said: "Ta Xua has many beautiful sights that attract visitors. However, when I came here, I noticed that there was a lot of traffic, but the roads were too narrow. The mountains were high and the ravines deep, but there were no reflective markers or barriers, so traveling at night or in fog was very dangerous... In particular, the commune lacked parking lots, and the stalls selling local specialties were small and scattered, failing to stimulate tourism."
The lack of strategic investors with sufficient resources to develop large-scale projects has kept Ta Xua's tourism development at a small scale, failing to create a strong impetus for growth. To address these "bottlenecks" in tourism development, the Party Committee and the local government of Ta Xua commune have proactively developed a list of 22 investment projects, focusing on four groups: tourism, resorts, and experiences; community tourism and supporting services; technical infrastructure and logistics; and agricultural projects linked to tourism. The overall list of projects closely adheres to the development orientation of "tourism linked with agriculture, culture, and ecology," ensuring feasibility and suitability to local realities.
In particular, the commune prioritizes the implementation of the "green lane" mechanism, maintaining meetings and dialogues between commune leaders and investors and businesses to introduce potential advantages and issues of interest to investors; supporting investors in carrying out administrative procedures under the commune's authority, such as reviewing land origin, current land use status, accelerating land clearance progress, propaganda and mobilization, supporting land acquisition... creating a preferential legal framework, shortening the time for carrying out procedures and providing maximum support for investors.

Mr. Do Van Xiem, Chairman of the People's Committee of Ta Xua commune, informed: The commune prioritizes proposing the implementation of the "green lane" mechanism for key projects with large capital scale, opening up new directions for high-end tourism development in the locality. Typical examples include the Ta Xua Resort and Tourist Area Project of Ta Xua Peak Wind Joint Stock Company, with a total investment of over 497 billion VND and a scale of 47.2 hectares; and the Ta Xua Wind Power Plant Project of Hataco Vietnam Group Joint Stock Company, a Group A, Level I energy industrial project with a total investment of over 3,414 billion VND and a scale of approximately 19.3 hectares.
The People's Committee of Ta Xua commune requested the province and relevant departments and agencies to consider and support the commune in handling violations related to land management and construction order; to provide guidance on adjusting the General Planning for tourism in Ta Xua and its surrounding areas; and to adjust the Urban and Rural Planning Plan for Ta Xua commune... They also requested support for investors regarding legal procedures, and the selection of 2-3 large-scale projects to implement the "green lane" mechanism for priority investment corridors in the locality.
Alongside attracting investment, Ta Xua requested the province to allocate budget soon to invest in infrastructure for electricity, clean water for daily life, embankment to prevent landslides, upgrading and expanding transportation routes; and to invest in the construction of a household waste treatment system for the cluster of communes according to the plan, in order to overcome difficulties and obstacles in waste collection, transportation, and treatment, ensuring the landscape and environment for tourism development.

Mr. Vu Van Thuan, Chairman of the Board of Directors of Ta Xua Wind Peak Joint Stock Company, shared: "The decisive involvement of the provincial leadership and the improved investment environment through preferential mechanisms are the decisive factors that have led businesses to commit capital, accelerate project progress, and bring the facility into operation to serve tourists as soon as possible."
Located as a transit point connecting famous tourist routes from Moc Chau, Ngoc Chien, Tram Tau, Van Chan to Sa Pa, Ta Xua has recorded impressive tourism development figures in recent years. Tourism services here are gradually developing with 148 tourism service businesses, including 88 households operating community guesthouses, accommodating 1,500 tourists per day and night. Between 2020 and 2025, the commune is expected to welcome over 167,500 visitors, generating revenue exceeding 115 billion VND.
Ta Xua today is facing new opportunities. With the removal of bottlenecks through streamlined mechanisms and a strategic vision, the "cloud paradise" of Ta Xua will undoubtedly rise strongly, developing to its full potential alongside large-scale tourism, resort, and clean energy projects. These projects promise to transform the face of the highlands, create jobs, increase income for the people, and preserve the authentic local cultural values.
