On September 24th, Comrade Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, and the provincial delegation conducted a field survey of the preparations for the implementation of the Moc Chau - Son La - Dien Bien Expressway Construction Project (Project CT.03) and worked with the Standing Committee of the Party Committees of Van Son and Thao Nguyen wards, Tan Yen commune, and Doan Ket commune.

The CT.03 expressway through Son La province is 179.55 km long, passing through 18 communes and wards (the starting point intersects with National Highway 43 in Van Son ward, connecting Hoa Binh and Moc Chau; the end point borders Dien Bien province, connecting to Tay Trang border gate). According to the plan, the route will pass through Tan Yen commune for nearly 15.15 km, affecting an estimated 50 households requiring concentrated resettlement; the section through Thao Nguyen ward is 10.27 km long, affecting an estimated 140 households requiring concentrated resettlement; the section through Van Son ward is 2.56 km long, affecting an estimated 80 households and 5 organizations, of which 80 households require concentrated resettlement; and the section through Doan Ket commune is 2.03 km long, affecting an estimated 1 household.

Currently, Son La province is focusing on preparing the necessary conditions for the project's implementation, including reviewing the route alignment, land clearance, resettlement, waste disposal sites, and construction material sources. The Provincial Project Management Board for Investment and Construction of Transportation Works has provided the route alignment documents, proposed boundaries, and digital map data to local authorities for coordinated management of the current situation, land review, planning, land clearance, and resettlement.

During the meeting, delegates focused on discussing and clarifying the progress of the general planning and the obstacles in land clearance and resettlement arrangements for Project CT.03 in four communes and wards. Many opinions focused on assessing the feasibility of the intersections, proposing the placement of rest stops, coordinating inter-communal waste disposal sites, and planning for material quarries. Regarding the resettlement area, especially in Thao Nguyen ward with 141 affected households, delegates requested calculations for contingency planning.

Concluding the working session, Comrade Lo Minh Hung requested the Standing Committee of the Party Committees of the four communes and wards to identify the land clearance work for the CT03 expressway project as a key political task and an opportunity for socio-economic development of the locality; to promptly establish a Steering Committee for Compensation, Land Clearance, and Resettlement at the commune level to implement the project; to develop working regulations and assign tasks to members; and to develop and implement a work plan for 2026. He also directed a thorough review and strict management of the current land use, assets, and crops on the land; to manage construction order within the project area, resettlement sites, and waste disposal sites, preventing encroachment, illegal construction, tree planting, and land use. He emphasized the importance of effective communication and mobilization to ensure high public consensus on the implementation of the State's policies and regulations regarding land acquisition, compensation, support, resettlement, and land acquisition for project implementation.
The Party Committee of the Provincial People's Committee directed the timely resolution of requests from the four communes and wards, ensuring compliance with regulations and suitability to the province's practical conditions; at the same time, it instructed a comprehensive review of all construction material quarries in the communes and wards through which the expressway passes, preventing shortages of construction materials, price gouging, and increased project costs.
The Provincial Transport Project Management Board proactively coordinates with communes and wards to study and arrange a rest stop along the route; implements tasks within its authority, closely coordinates with localities to unify and update intersections, service roads, material quarries, waste disposal sites, and resettlement areas into the general planning of communes and wards to be ready for the implementation of Project CT03.
