The provincial delegation conducted a field survey on the Son La hydroelectric reservoir to assess the development of tourism, energy, and transportation on the reservoir, specifically in the upstream area of ​​the Pa Uon bridge, within the communes of Quynh Nhai, Muong Gion, and Muong Chien.

On June 13, 2025, the Prime Minister issued a Decision approving the Tourism System Planning for the period 2021-2030, with a vision to 2045. Accordingly, the Son La reservoir area was officially included in the list of tourist areas with the potential to develop into a National Tourist Area. The goal is to welcome 1.3 million visitors by 2030, with total revenue from tourism activities reaching 6,800 billion VND. At the same time, Son La province strives to complete over 50% of the conditions for recognition of the Son La hydroelectric reservoir area as a National Tourist Area, aiming to fully meet all criteria of a National Tourist Area by 2035.

A review of the former Quynh Nhai district revealed 8 projects that have received investment approval and investment registration certificates from competent authorities without going through an auction process. Currently, VinEnergo Energy Joint Stock Company is proposing 3 floating solar power plant projects: 1.1, 1.2, and 2. It is expected that, once implemented, these projects will contribute approximately VND 7,279 billion to the total social investment capital. Upon completion and official commercial operation, the projects are estimated to contribute approximately VND 137 billion per year to the local budget; and create jobs for approximately 1,000 workers during the construction phase and about 50 workers during the plant's operation.

Following the field survey, the provincial delegation held a meeting to discuss, propose, and recommend solutions to difficulties and obstacles in the regulations of the Law related to the conditions for conducting tourism services, land procedures, waterway transport, and management of inland waterway vessels; to create conditions for the Son La hydropower reservoir area to develop and meet the criteria for recognition as a National Tourist Area; to pay attention to and support investment resources for infrastructure, technical facilities, and tourism services; transportation infrastructure connecting tourist areas and other infrastructure, especially prioritizing investment resources for tourism development infrastructure in the Quynh Nhai reservoir area.

Speaking at the meeting, Comrade Lo Minh Hung requested that departments, agencies, and communes continue to review and refine the planning scheme, ensuring a harmonious balance between renewable energy development and sustainable tourism development in the Son La hydropower reservoir area. He emphasized that the Son La hydropower reservoir area is oriented towards becoming a national tourist area, and the Quynh Nhai tourist area a provincial-level tourist area. Therefore, provincial departments and agencies need to conduct thorough research to ensure that renewable energy projects in the reservoir area effectively generate electricity, boost provincial growth, and harmonize with the planning, supporting tourism development. Regarding remaining issues, he instructed relevant agencies to continue researching and refining the plan for submission to higher authorities for consideration and decision.
