In accordance with the directives of the Border Guard Command and the People's Committee of Son La province regarding the review, relocation, addition, repair, replacement, and dismantling of the signage system in the border area; based on Government Decree No. 104/2026/ND-CP dated March 31, 2026; on May 22, 2026, the People's Committee of Son La province issued Decision No. 1216/QD-UBND on the installation, repair, removal, and dismantling of signage in the province, assigning the Provincial Border Guard Command to preside over the implementation and prepare a budget estimate to be submitted to the Department of Finance for review and advice to the People's Committee of Son La province.

Accordingly, Son La province will remove and dismantle 23 border area signs and 33 border area regulations signs at locations that are no longer appropriate according to the new administrative boundaries; repair 10 border area signs that are rusty, have peeling paint, or faded lettering; and install 79 new signs, including 36 border area signs and 43 signs reminding people of the border area.

Concluding the meeting, Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, requested relevant departments to thoroughly review all relevant legal grounds; clearly define the authority, procedures, and processes as a basis for proposing to competent authorities for consideration and resolution; summarize the provincial budget funds that have supported the Provincial Border Guard in the last three years; classify them by field and task group, especially those tasks regularly supported by the local budget; fully summarize the difficulties and obstacles in the implementation of tasks, focusing on issues of authority, financial mechanisms, procedures, and implementation organization; clearly identify the causes and propose solutions; based on the review results, develop a plan to recommend to competent authorities for resolution in two groups. In the immediate future, it is necessary to focus on resolving obstacles related to authority and procedures to implement the task of renovating, repairing, dismantling, and installing new border signage systems; and to avoid further delays. In the long term: research and propose appropriate mechanisms for decentralization and delegation of authority for groups of tasks, fields, and regularly arising budgets, creating conditions for the Provincial Border Guard Command to proactively organize implementation and ensure compliance with regulations; comprehensively review difficulties and obstacles in the implementation of Decree No. 104/2026/ND-CP, especially those related to authority, construction, finance, foreign affairs, and related fields; summarize and propose necessary amendments and additions to be submitted to the Border Guard Command Headquarters and competent authorities for consideration.
