The planning, appraisal, approval, and management of restoration and renovation projects, as well as the disbursement of funds, have been carried out according to prescribed procedures and regulations. The restored and renovated relics have been effectively managed and exploited by local authorities, maximizing their value and meeting the needs of the people for cultural and historical exploration. The socialization of resources for the restoration and renovation of relics has attracted the active participation and contributions of organizations and individuals inside and outside the province. However, there are still certain limitations: the planning of restoration and renovation projects for dilapidated relics is still slow; some relics are encroached upon by protected areas; communication, the development of tourism products, and the organization of service activities at some heritage sites are still limited, failing to showcase and promote the unique cultural identity of the locality...

The Department of Culture, Sports and Tourism requests that communes and wards further strengthen the role and responsibilities of relevant agencies, units, localities, and the community in managing, protecting, and promoting the value of historical and cultural relics and scenic spots (hereinafter collectively referred to as relics); strictly control the process of inventorying and ranking new relics, closely linking it with the program and plan for restoration, preservation, and promotion of relic values; effectively and promptly implement the coordination mechanism between agencies and localities in advising and managing state affairs on cultural heritage at the local level; strictly implement the Law on Cultural Heritage 2024, guiding documents for the implementation of the Law, and regulations on investment and construction when implementing projects for the preservation, restoration, and rehabilitation of relics (regardless of the budget source of the project). Guide investors to follow the correct procedures, regulations, and processes for implementing monument restoration projects; coordinate and organize consultations with relevant agencies and scientists; and only proceed after receiving written appraisal and approval from competent authorities. Implement the project correctly according to the appraisal contents, economic-technical reports, and construction drawings for monument restoration that have been agreed upon and commented on by state management agencies responsible for heritage, ensuring the protection and preservation of the original elements that create the value of the monument.

Simultaneously, widely disseminate information about the significance and value of historical sites, the reasons for their preservation, restoration, and rehabilitation, and publicly disclose the content of restoration projects before implementation so that the people are informed and can contribute their opinions. This aims to unify and raise awareness and create social consensus on the implementation of preservation, restoration, and rehabilitation projects, especially for sites of spiritual, religious, and belief significance. Upon completion of a preservation, restoration, and rehabilitation project, appropriate methods should be used to showcase the historical, cultural, scientific, and artistic value of the site; the commencement and completion dates; the organizations and individuals who contributed financially; and the construction unit, etc.

Local authorities are stepping up inspection and supervision activities to protect and promote the value of historical relics in their areas; promoting the supervisory role of the community in implementing projects to restore and preserve historical relics according to the correct procedures and content as prescribed by law; resolutely and decisively handling violations that affect the value of historical relics; ensuring harmony between cultural heritage preservation and sustainable socio-economic development and tourism development of the locality.
