On the afternoon of June 25th, in Luang Prabang province, Lao People's Democratic Republic, a high-level delegation from Son La province, led by Mr. Hoang Van Nghiem, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Son La Provincial National Assembly Delegation, held talks with a high-level delegation from Luang Prabang province, led by Mr. Bun Luom Mani Vong, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council; and simultaneously signed a Memorandum of Understanding between the two provinces for the period 2026-2029.

Luang Prabang is a central province in Northern Laos, covering an area of over 16,800 km² and with a population of nearly 500,000. It is notable for its ancient city, a UNESCO World Heritage site, its tourism resources, distinctive ancient temples, and its economy is growing at approximately 5.1%. Its per capita income exceeds US$1,480 per year, attracting investment in agriculture and promoting sustainable regional cooperation.

In an open and friendly atmosphere of solidarity, during the talks, the leaders of the two provinces provided information on the socio-economic development of each locality. During the period 2022-2025, the two localities maintained regular exchanges of high-level and other delegations; effectively coordinated in border management and protection, maintaining national defense and security, and combating crime, especially cross-border drug trafficking.

Economic, trade, and agricultural cooperation has gradually deepened with many activities supporting technology transfer, building agricultural production models, and creating favorable conditions for businesses and people to trade. In the field of education and training, Son La province has received and trained hundreds of students from Luang Prabang province; cooperation activities in health, culture, tourism, and people-to-people exchanges are regularly maintained, contributing to strengthening the bond, understanding, and trust between the two localities.

Building on the achievements made, the two provinces agreed to continue expanding and enhancing the effectiveness of cooperation in the 2026-2029 period, maintaining exchanges of delegations at all levels and promoting awareness of the great friendship and special solidarity between Vietnam and Laos, aiming to expand the scope of cooperation, especially in trade, tourism, border connectivity, and human resource training, contributing to further strengthening the special friendship and comprehensive cooperation between Vietnam and Laos.

Speaking at the meeting, Comrade Hoang Van Nghiem expressed his pleasure at visiting and working in Luang Prabang province; he highly appreciated the outstanding achievements that the Party Committee, government, and people of Luang Prabang province have achieved in socio-economic development in recent years. He affirmed that Son La province always attaches importance to and prioritizes the development of cooperative relations with Luang Prabang province; and hoped that the two localities would continue to build on the achievements already made, strengthen cooperation in potential and strong areas such as trade, investment, agriculture, education and training, health, culture, tourism, and people-to-people exchanges, contributing to further deepening the special friendship between Vietnam and Laos.
