To concretize the Party's guidelines, the State's policies and laws, and the province's foreign affairs work, Mai Son district has strengthened and expanded cooperation with Xieng Kho district, Hua Phan province, Lao People's Democratic Republic, contributing to promoting socio-economic development and firmly protecting national border sovereignty, fostering the special solidarity and friendship between Vietnam and Laos.

Mai Son District has four villages in Phieng Pan Commune that share a border with Xieng Kho District, Hua Phan Province, Lao People's Democratic Republic. Over the years, the district has intensified its efforts to raise awareness among officials, Party members, and the people about the consistent policies and guidelines of the Party, State, and province regarding diplomatic relations, especially with Laos. This includes highlighting the achievements of cooperation between Vietnam and Laos in the process of national renewal and development; the significance and importance of the Vietnam-Laos Diplomatic Relations Establishment Day (September 5, 1962) and the Vietnam-Laos Friendship and Cooperation Treaty (July 18, 1977); and the content of the Memorandum of Understanding between Son La Province and the provinces of the Lao People's Democratic Republic, as well as between Mai Son and Xieng Kho districts.
Mr. Vu Tien Dinh, Chairman of the People's Committee of Mai Son district, said: The district regularly coordinates with Xieng Kho district to hold meetings, exchange information, and monitor the implementation of border agreements, crime prevention, illegal migration, illegal marriages, etc., in order to promptly resolve issues related to the areas of both sides.

In addition, Mai Son district directed Phieng Pan commune to build and promote the role of the people's mobilization cadre in disseminating information and mobilizing the people of border communes and villages to uphold the tradition of special solidarity and friendship; build a "village-to-village" twinning model; promote cultural and sports exchange activities; support people in economic development and medical examination and treatment; and take care of policy beneficiary families... contributing to consolidating the special solidarity and friendship between Vietnam and Laos, ensuring the maintenance of political stability and border security.
Captain Vì Văn Thinh, Deputy Political Commissar of Phieng Pan Border Post, shared: "Stationed at the border area, our unit focuses on patrolling and ensuring security and order in the region. Every quarter, we coordinate with Battalion 213 of the Huaphanh Provincial Military Command, Lao PDR, to patrol and protect the national border and border markers. We also maintain the "Supporting Students to Go to School" program, sponsoring 3 students with 500,000 VND/month, including one Lao student... Notably, in the fight against crime in 2023, the armed forces of the two districts cooperated to resolve 13 cases related to the border area in accordance with the Border Regime Agreement between the two countries; detected and arrested 1 case involving 3 subjects for illegally buying and using drugs...

To strengthen international cooperation in various aspects, in 2023, Mai Son district also supported Xieng Kho district with 1.5 billion VND for stadium repairs; established a working group to go to Xieng Kho district to open training courses on fruit tree grafting techniques; maintained regular, rotating meetings between the police forces of the three districts: Mai Son - Yen Chau - Xieng Kho; held a seminar on border management and protection between the Phieng Pan Border Guard Post (Mai Son), Chieng On and Chieng Tuong Border Guard Posts (Yen Chau) of the Son La Provincial Border Guard Command and Border Guard Company 213, Hua Phan Provincial Military Command...
To effectively implement foreign affairs in the new situation, Mai Son district continues to concretize the documents of the Central Government and the province on Vietnam-Laos foreign affairs; and the content of the Memorandum of Understanding between Xieng Kho district and Son La province with the provinces of the Lao People's Democratic Republic. At the same time, it creates favorable conditions for businesses, organizations, and people of the two districts to trade, exchange goods, and cooperate in investment, production, and business on the basis of complying with the laws of each side and international practices. It organizes working delegations to visit and learn from experience; and closely coordinates with Xieng Kho district to effectively resolve related issues, building a peaceful, friendly, and cooperative border region in the era of integration and development.
