Continuing their visit and working trip to the Lao People's Democratic Republic, on the morning of June 27th, the high-level delegation from Son La province, led by Mr. Hoang Van Nghiem, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, held talks with the leaders of Bokeo province and signed a Memorandum of Understanding on cooperation between the two provinces for the period 2026-2029. Receiving and working with the delegation was Major General Pen Khan-But Chan Pheng, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Bokeo province.

During the talks, the leaders of the two provinces provided information on the socio-economic development, national defense, security, and Party building work of each locality; and assessed the results of cooperation between the two provinces in the past. Both sides affirmed that the traditional friendship and special solidarity between Son La and Bo Keo provinces are constantly being strengthened and developed on the foundation of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

During the talks, the leaders of the two provinces signed a cooperation agreement for the period 2026-2029 with many important contents in the fields of: politics and foreign affairs; defense and security; economy; culture and society; education and training and human resource development, creating an important foundation for further strengthening comprehensive cooperation between Son La and Bo Keo in the future.

Speaking at the meeting, Comrade Hoang Van Nghiem affirmed that Son La province always values and wishes to continue expanding comprehensive cooperation with Bo Keo province. He proposed that both sides strengthen the exchange of experience in Party building and state management; promote cooperation in agriculture, trade, tourism, education, health, and training of high-quality human resources; and effectively implement the agreed-upon cooperation contents, contributing to promoting the socio-economic development of each locality.
Major General Pen Khan-But Chan Pheng expressed his sincere gratitude for the attention and support of Son La province in the past; and affirmed that he will continue to closely coordinate with Son La province to effectively implement cooperation contents in the new phase. This visit, working session, and signing of the cooperation agreement contributes to further deepening the traditional friendship and special solidarity between the two provinces, fostering the increasingly sustainable development of the special friendship, solidarity, and comprehensive cooperation between Vietnam and Laos.

On this occasion, Son La province provided aid funding for 2026 to Bo Keo province in accordance with the Memorandum of Understanding on cooperation. Leaders of the two provinces also exchanged meaningful gifts, demonstrating the close and loyal relationship between the two localities.

Immediately after the talks, the high-level delegation from Son La province visited the Children's Cultural Center of Bokeo province. The facility, covering nearly 500 square meters, was built with a 5 billion VND grant from Son La province and matching funds from Bokeo province. It serves as a center for ideological and cultural training for young people, students, and the general public of Bokeo province, and a place for learning, practicing, and engaging in arts and literature in conjunction with tourism at Nong Than Park. Furthermore, it is a place for preserving, protecting, and promoting Lao traditions and culture for future generations. The facility is a testament to the special cooperative and solidarity relationship between Son La and Bokeo provinces in particular, and between Vietnam and Laos in general.
