Upholding the spirit of solidarity, cooperation, courage, resourcefulness, and creativity, with the motto "proactive prevention, maintaining internal stability is key, early detection, and remote handling," the Foreign Security Department of the Provincial Police has proactively advised and implemented comprehensive solutions to ensure national security, maintain political stability, and effectively serve the province's socio-economic development and foreign affairs tasks.

Colonel Nguyen Manh Cuong, Head of the Foreign Security Department of the Provincial Police, stated: "The unique nature of the work of the Foreign Security force is that it is a crucial, ongoing, challenging, intense, and complex task. Therefore, every officer and soldier must always maintain political steadfastness, proactively grasp the situation, and make early and distant predictions to provide accurate, timely, cautious, objective, and comprehensive advice."
In the work of preventing and combating espionage and managing activities with foreign elements, the unit has effectively coordinated internal political security; strengthened the management of cadres and Party members holding key leadership positions, cadres working in key and confidential agencies and departments; and cadres and Party members traveling abroad on official business... in accordance with regulations; and strictly managed 100% of foreign non-governmental organizations and projects in the area.

From 2025 to the present, the unit has coordinated in advising on and evaluating the registration of 18 organizations, approved the acceptance of 8 aid projects; and managed over 200 delegations with more than 500 foreign visitors to the area. It has strengthened coordination to ensure security and order in the tourism sector in accordance with the resolutions and conclusions of the Provincial Party Committee, creating consensus and unity of views on developing tourism into a key economic sector, which is an important strategic direction for the province.
Border security has always been identified as a top priority. From 2025 to the present, the Department has successfully advised on and organized the Conference on Security Implementation along the Son La - Hua Phan - Luang Prabang border; advised on the establishment of 3 working groups to work with the police forces of Hua Phan and Luang Prabang provinces and welcomed 2 working groups from the neighboring countries for professional exchanges; developed dozens of operational plans; deployed over 100 officers to closely monitor border areas, coordinating closely with functional forces to gather information and firmly protect border sovereignty and security. It has organized numerous legal awareness campaigns and professional guidance sessions for commune police in border areas; and effectively implemented the model of effective public relations, "Implementing the 'Four Together with the People' in Border Security Work in Sop Cop Commune," which the Ministry of Public Security has evaluated as a model to be studied and replicated.

At the same time, the unit advised on organizing numerous working groups to exchange professional knowledge, survey the border area, and coordinate the implementation of tasks to combat crime, especially drug-related crimes; effectively implemented the contents of Vietnam-Laos security cooperation; and provided financial, equipment, and supplies to the Security Department and Intelligence Department of the Huaphanh Provincial Police, Lao People's Democratic Republic, to support their professional work, contributing to strengthening the special solidarity between the two countries.
In response to the emulation movements leading up to the 80th anniversary of the Traditional Day of the People's Security Force and the 80th anniversary of the Traditional Day of the Foreign Security Force, the unit organized many meaningful activities, such as: visiting historical sites, expressing gratitude, voluntary blood donation, disseminating legal information, supporting people in border areas, and caring for disadvantaged children, spreading the positive image of the People's Police officers serving the people.

Evaluating the unit's contributions, Colonel Vi Quyen Chu, Deputy Director of the Provincial Police, affirmed: In the context of the continuing complex developments in regional and international security, the Foreign Security Department has constantly innovated its thinking and methods of operation, effectively playing a core role in strategic planning, proactively monitoring the situation, preventing any passive or unexpected situations, and making an important contribution to maintaining national security and creating a stable environment to serve the socio-economic development of the province.
Building upon the glorious 80-year tradition of the People's Security Force, officers and soldiers of the Foreign Security Department of the Provincial Police continue to set an exemplary example in implementing the "Three Best" emulation movement: "Most Disciplined - Most Loyal - Closest to the People"; upholding political fortitude, a sense of responsibility, and solidarity, successfully fulfilling the instructions of General Secretary and President To Lam: "The Foreign Security Force must be a core, modern, and sharp force, protecting national security from early on and from afar; proactive in cyberspace, digital space, and foreign affairs; contributing to creating a peaceful and stable environment for the development of the country, the region, and the world."
