During the historic Dien Bien Phu campaign in 1954, Pha Din Pass was the place where thousands of frontline laborers worked day and night to clear the road, transport food, weapons, and ammunition to support the frontline. With its historical values, in 2020 Pha Din Pass was recognized by the Ministry of Culture, Sports and Tourism as a National Relic Site. The Standing Committee of Son La Provincial Party Committee directed a comprehensive review of the Pha Din Pass area (Son La territory) and approved the implementation of the planning of the Pha Din Pass Historical and Cultural Relic Site, Thuan Chau District.

Based on the zoning plan, Thuan Chau district has developed a master plan and started construction of the Martyrs' Temple at the Pha Din Pass Historical - Cultural Spiritual Area in Ai Khom village, Muong E commune. The project started construction on December 28, 2023, and has now completed phase I.

Speaking at the Inauguration Ceremony, Chairman of the Provincial People's Committee Hoang Quoc Khanh praised the Party Committee, government and people of Thuan Chau district for proactively implementing construction and completing the project on the occasion of the 70th anniversary of victory. Dien Bien Phu (May 7, 1954 - May 7, 2024) and the 65th Anniversary of the day Uncle Ho and the Central Working Group visited and talked with Northwest ethnic people in Son La (May 7, 1959 – May 7, 2024).
The Chairman of the Provincial People's Committee requested the Party Committees, authorities and people of Son La province and Thuan Chau district to effectively manage, preserve and promote the value of the project so that the project becomes a red address for educating revolutionary traditions, patriotism, an attractive and friendly tourist destination for visitors from inside and outside the province. The relic management board should soon develop regulations and rules for protecting, managing and promoting the value of the relic. At the same time, mobilize resources to implement the remaining construction items to ensure compliance with procedures and regulations, and soon complete the construction of phase II. Step up propaganda, mobilization and orientation for people in the Pha Din pass area, Muong E commune, to convert economic development appropriately in association with promoting the historical, tourism and spiritual values of the relic, in order to improve the lives of people in the commune.
On this occasion, the Provincial People's Committee awarded certificates of merit to 3 groups and 5 individuals; the District People's Committee awarded certificates of merit to 5 groups and 10 individuals with achievements in the construction of the Martyrs' Temple.
