It promotes the development of cultural life in residential areas, linked to the implementation of the national target program on building new rural areas and achieving the standards of a civilized urban town; building a civilized lifestyle in weddings, funerals, and festivals; combating outdated customs and social evils; and preventing and reversing the decline in social morality...

To build a comprehensively developed Vietnamese people, Moc Chau district has implemented a comprehensive set of solutions to improve the quality of education, such as: developing a plan for implementing the tasks of the school year; proactively innovating and improving the quality of the selection process for cadres and teachers to participate in professional training and political theory studies, ensuring the improvement of the quality of the workforce. Over the past five years, 68 management cadres and teachers have participated in professional training in education management, 113 management cadres and teachers have received training in political theory; and 913 people have received professional training...

Every year, the district organizes competitions for excellent teachers at all levels and competitions for outstanding students. It conducts competency assessments for over 1,100 primary and secondary school teachers to build a basis for accurate and objective evaluation of the teaching staff; and to enhance the responsibility of teachers in self-study and continuous professional development. In addition, the district allocates budget to invest in facilities for teaching and learning; completely eliminating temporary and borrowed classrooms; and investing in facilities and equipment to support the teaching and learning activities of teachers and students.

In addition, Moc Chau is promoting moral and lifestyle education for the younger generation, linking it with traditional education at historical and cultural sites in the area. Emphasis is placed on youth union members, children in schools, and trainees in training courses at the district's Political Training Center. A total of 251 groups, comprising nearly 15,000 people, have visited historical and cultural sites, historically significant and humanistic landmarks, martyrs' cemeteries, and memorials throughout the district.

To implement the "Building the Cultural Beauty and People of Moc Chau" movement, the District People's Committee has developed a Code of Conduct with regulations on behavioral standards; fostering self-awareness in complying with laws, regulations, and general rules of the community. This aims to cultivate habits, standards, and the cultural beauty of the people of Moc Chau; and to encourage each Moc Chau resident to be a friendly and hospitable tourism collaborator, guide, and promoter.

The movement, actively supported by officials and the people, has created a positive impression on tourists about the friendly and hospitable people of Moc Chau; the number of visitors to Moc Chau is increasing. From the beginning of the year until now, Moc Chau has welcomed over 1,158,000 tourists, and during this year's holiday period alone, it averaged over 10,000 tourists per day. Visiting Moc Chau during the April 30th and May 1st holidays, Ms. Hoang Phuong Linh, a tourist from Hai Phong city, shared: "Moc Chau has many beautiful landscapes and many unique cultural features of the ethnic groups. In particular, I am very impressed by the friendly and hospitable people of Moc Chau; I will definitely return to this place."

To improve the physical fitness and stature of Vietnamese people, Moc Chau has effectively implemented the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh." To date, the percentage of people participating in regular physical training and sports in Moc Chau district has reached 23.5%; the percentage of families participating in physical training and sports has reached 17.5%; and 59 sports clubs are operating throughout the district. The development of village regulations and conventions with new, civilized, and progressive content has had a positive impact on preserving and developing the traditional culture, customs, and practices of the community; building a healthy social environment, creating a favorable environment for economic development, and preserving national identity. In 2023, 83% of households and 78.3% of villages and sub-districts in the district achieved the title of "Cultural Village/Sub-district."

With the motto "promoting the good and eliminating the bad," the district annually organizes a conference to honor exemplary individuals and groups in various fields. Over the past 10 years, 132 collectives and 654 individuals have been honored for their outstanding achievements in the patriotic emulation movement and their contributions to the district's socio-economic development; 86 exemplary enterprises and cooperatives, and over 1,000 exemplary households engaged in agricultural production and business have been recognized, creating a ripple effect in the community and significantly contributing to the education of ethics and lifestyle through the method of setting a good example.

It is evident that the implementation of Resolution No. 33-NQ/TW in Moc Chau district has had a strong ripple effect, creating positive changes in the awareness and actions of officials, Party members, and the people; many new and positive aspects in cultural values ​​and ethical standards are gradually taking shape, the cultural and spiritual life of the people is constantly improving, and fine traditional culture is preserved, creating a positive impression on tourists visiting Moc Chau - a leading natural destination in the region and the world.
